WASHINGTON — U.S. House Republicans on Friday elected Louisiana Rep. Mike Johnson as their speaker for the 119th Congress, following weeks of speculation about whether the GOP would begin another protracted, public dispute over leadership.

The drama-filled vote ensures that Johnson, who was first elected speaker in October 2023, will hold the gavel as Republicans embark on an ambitious legislative agenda that includes overhauling the country’s immigration system and the tax code.

Johnson won the votes of 218 Republicans, while 215 Democrats voted for New York Rep. Hakeem Jeffries.

Kentucky Rep. Thomas Massie, South Carolina Rep. Ralph Norman and Texas Rep. Keith Self all originally voted for other members for speaker. But after several conversations, on and off the floor, Norman and Self switched their votes to Johnson.

The November elections handed the GOP&nbsp;<a href="https://www.newsfromthestates.com/article/republicans-clinch-218-seats-us-house-scoring-trifecta-control-washington" target="_blank">unified control</a>&nbsp;of government, which will formally begin on Jan. 20 when President-elect Donald Trump takes the oath of office. Louisiana’s Mike Johnson elected U.S. House speaker by GOP in cliff-hanger vote

NEW ORLEANS — Authorities have identified the man who sped down Bourbon Street early Wednesday morning, killing at least 10 people and injuring dozens more.

Shamsud-Din Jabbar, 42, of Texas was killed after a shootout with police once his pickup truck collided with a lift vehicle at the intersection of Bourbon and Conti streets, the FBI has confirmed. He reportedly drove around a police barricade at Canal Street, intentionally striking pedestrians.

After Jabbar struck a lift vehicle, the FBI said he shot at law enforcement on the scene and was killed by return fire. Two police officers were wounded in the shootout and taken to University Medical Center, where New Orleans Police Department Superintendent Anne Kirkpatrick said they were in stable condition.

Another 35 people struck by the truck were also injured and taken to local hospitals, with some reported in critical condition.

The FBI is leading the investigation into what the agency said is calling a terrorist attack. They reported a potential improvised explosive device (IED) was also discovered at the scene. A flag for the jihadist Islamic State group was found in the truck, along with other firearms.

“Weapons and a potential IED were located in the subject’s vehicle,” the FBI said in a news release. “Other potential IEDs were also located in the French Quarter. The FBI’s Special Agent Bomb Technicians are working with our law enforcement partners to determine if any of these devices are viable and they will work to render those devices safe.”

At around 3:15 a.m., the driver of the truck steered around a police barricade at Canal Street meant to keep vehicles off of Bourbon Street and sped into a crowd, Kirkpatrick said. It appears the truck was able to travel three blocks before colliding with a lift vehicle near Conti Street.

“He was hellbent on creating the carnage and the damage that he did,” the police chief said.

Steel bollards that rise from the street were installed along and near Bourbon Street in 2017 to protect pedestrians, but they are&nbsp;<a href="https://nola.gov/next/public-works/projects/bourbon-street-bollard-assessment-replacement-project/" target="_blank">in the process of being replaced</a>&nbsp;according to the city’s Department of Public Works website.

Bomb squad personnel were seen entering the French Quarter, which the FBI said is being scoured for additional explosive devices. Several small booms have been heard blocks away, which City Council members said were controlled detonations to clear possible IEDs.

An eight-block stretch of Bourbon Street remains closed to traffic and pedestrians, and some hotels in the French Quarter were evacuated as a precautionary measure. The public is being asked to avoid a large portion of the historic neighborhood, which typically sees crowds larger than typical weekends for New Year’s Eve.

New Orleans is hosting fans of the University of Georgia and Notre Dame for the Sugar Bowl, scheduled for Wednesday night at the Superdome. The game was postponed for 24 hours after representatives with the event have said they were speaking with local, state and federal authorities to keep apprised of developments.

Hospitality and service industry employees reporting for work Wednesday morning were being turned away from cordoned-off areas.

The city will also host Super Bowl LIX on Feb. 9.

ATLANTA&nbsp; — Jimmy Carter, 39th&nbsp;president of the United States and winner of the 2002 Nobel Peace Prize, died peacefully Sunday, Dec. 29, at his home in Plains, Georgia, surrounded by his family. He was 100, the longest-lived president in U.S. history, according to a statement from the Carter Center.

President Carter is survived by his children — Jack, Chip, Jeff, and Amy; 11 grandchildren; and 14 great-grandchildren. He was preceded in death by his beloved wife, Rosalynn, and one grandchild.

“My father was a hero, not only to me but to everyone who believes in peace, human rights, and unselfish love,” said Chip Carter, the former president’s son. “My brothers, sister, and I shared him with the rest of the world through these common beliefs.&nbsp;The world is our family because of the way he brought people together, and we thank you for honoring his memory by continuing to live these shared beliefs.”

Jimmy Carter, 39th US President, Dead at 100

The former Missouri Congressman and auctioneer advertises his credential as a certified tax and business advisor

Former U.S. Rep. Billy Long of Missouri, whom President-elect Donald Trump has named his nominee to head the IRS, touts his expertise in tax matters.

He advertises his credential as a certified tax and business advisor, and he adds CTBA to his name on his X profile. That profile encourages people to message him to “save 40% on your taxes.”

But tax experts told ProPublica that they have never heard of CTBA as a credential in the tax profession. The designation is offered by a small Florida firm, Excel Empire, which was established just two years ago and only requires attendance at a three-day seminar. That is in stark contrast to the 150 credit hours and the rigorous exams required to become a certified public accountant, a standard certification for tax accountants.

In most tax cases, only lawyers, CPAs and enrolled agents — federally authorized tax practitioners — can represent taxpayers at the IRS.

“The cost of relying on tax advice from somebody that is solely focused on minimizing the tax liabilities that you have — as opposed to somebody that’s focused on both minimizing the tax liabilities and complying with the tax law — can be extraordinarily high if you are found to be in violation of the standards,” said Nathan Goldman, an associate professor of accounting at North Carolina State University.

Excel Empire’s three-day certification course has been advertised for as much as $30,000;&nbsp;<a href="https://ctba.excelempire.com/live-sales" target="_blank">its upcoming session is advertised at $4,997</a>. Matthew Pearson, one of its founders,&nbsp;<a href="https://www.youtube.com/watch?v=jUy-3pcse8I" target="_blank">said this summer in a podcast</a>&nbsp;that about 135 people have earned the CTBA designation, which the firm designed to help people without tax backgrounds to become advisors.

Nina Olson, a prominent taxpayer advocate, said that the modern tax industry has seen “a proliferation of different groups and entities that are providing tax advice” and that consumers have no way of knowing who is competent.

“It could just be that you’ve taken a very short course, and paid a large fee for that course, and that gives you the ability to put some initials after your name,” said Olson, who served as the IRS’ national taxpayer advocate from 2001 to 2019. She is now executive director of the Center for Taxpayer Rights, a Washington-based nonprofit that promotes fairness and access to justice in tax systems.

Tax experts said that Long’s years of experience as a real estate agent and as an auctioneer — before spending a dozen years in Congress — pales next to the deep experience in tax policy or management of the people who have held the job. For instance, the current IRS commissioner, Danny Werfel, previously served as acting IRS commissioner and held leadership roles at the Office of Management and Budget. He also worked in the private sector as a managing director at Boston Consulting Group.

Long’s experience in the tax world has been more narrowly focused. In the two years since he left Congress, he worked to bring in customers for at least two firms that marketed the&nbsp;<a href="https://www.irs.gov/coronavirus/employee-retention-credit" target="_blank">employee retention credit</a>&nbsp;— a pandemic-era benefit designed to support businesses that kept workers despite revenue losses or disruptions caused by COVID-19.

The credit also attracted fraud, eventually landing on the IRS’ “<a href="https://www.irs.gov/newsroom/dirty-dozen" target="_blank">worst of the worst</a>” list for tax scams. Two Democrats on the Senate Finance Committee on Wednesday announced an investigation into the firms, noting Long had neither a “background in tax preparation nor any credential as a licensed accountant, attorney or enrolled agent.”

<a href="https://home.treasury.gov/system/files/136/ERC-COVID-Snapshot-5.7.21_full-text.pdf" target="_blank">Worth up to $28,000 per employee</a>, the credit was available for the 2020 and 2021 tax years and has been widely used by both for-profit companies and nonprofit organizations across the country. However, the IRS&nbsp;<a href="https://www.irs.gov/newsroom/dirty-dozen-beware-of-aggressive-promoters-who-dupe-taxpayers-into-making-questionable-employee-retention-credit-claims-risks-continue-for-small-businesses-special-withdrawal-program-remains-available" target="_blank">raised significant concerns</a>&nbsp;about aggressive promoters pushing ineligible businesses to file questionable claims. Red flags included inflated payroll numbers, claims for all quarters without proper eligibility or citing minor government orders that did not directly impact business operations.

The IRS says it has recovered over $1 billion from businesses that voluntarily reported improper claims. And it has launched hundreds of criminal investigations to try to recoup what it says could be billions of dollars more.

In a prepared statement in November, Werfel said businesses should review their claims and see if they were misled by firms marketing the tax credit.

“They should listen to trusted tax professionals, not promoters,” he said.

In a 2023 podcast discussing his work for the two firms, Long joked that he had a hat bearing the name of the credit glued to his head. He said his work marketing the tax credit had caused some clients to question their CPAs’ advice.

“Hey, this auctioneer, real estate broker, former congressman told me I’m going to get $1.2 million back,” he said. “Uh, you’re my CPA. Why didn’t you tell me that?” And he said the response of CPAs would be: “That’s a joke. That’s a fake deal. That’s not true. You’re going to have to pay all that money back. You’ll get audited.”

But he said the firms he worked for had never seen the IRS turn down one of their claims.

There is no evidence that either Excel Empire, Long or the firms that he worked for — Lifetime Advisors of Hudson, Wisconsin, and Commerce Terrace Consulting of Springfield, Missouri — engaged in wrongdoing. In the same 2023 podcast, Long emphasized he and his colleagues had helped only taxpayers who were entitled to the benefit.

Neither Long, Lifetime Advisors nor Commerce Terrace Consulting responded to requests for comment.

If Long is confirmed and succeeds Werfel, he’ll have the power to influence how Americans pay their taxes and how the federal government collects revenue. Trump has promised to&nbsp;<a href="https://www.marketwatch.com/story/what-trumps-plan-to-end-irs-overstepping-could-mean-for-audits-of-rich-people-and-call-hold-times-for-everyone-else-67e4231e?utm_source=chatgpt.com" target="_blank">end IRS “overstepping,”</a>&nbsp;while Republicans have said that they would slash billions of dollars in funding passed under the Biden administration to modernize the IRS and enhance tax enforcement.

The IRS and the Trump transition team did not respond to requests for comment.

During his time representing Southwest Missouri in Congress, Long pursued legislation to&nbsp;<a href="https://www.congress.gov/congressional-record/volume-159/issue-78/house-section/article/H3106-4?q=%7B%22search%22%3A%22%5C%22billy+long%5C%22+%5C%22fair+tax%5C%22%22%7D&amp;s=3&amp;r=3" target="_blank">abolish the IRS</a>&nbsp;and establish a national sales tax. Billionaire Elon Musk, a Trump advisor, recently asked on X&nbsp;<a href="https://www.newsweek.com/elon-musk-its-funding-deleted-poll-1992953" target="_blank">if the agency’s budget should be “deleted.”</a>

Like Long, members of Excel Empire suggest that accountants don’t feel it is their role to save their clients money because they prioritize compliance over planning and are too busy during tax season to discuss strategies. The company’s website claims the firm has saved taxpayers hundreds of millions of dollars.

Edward Lyon, who is listed on Excel Empire’s website as chief tax planner and tax attorney, writes on his personal website that the seven most expensive words in the English language are “<a href="https://edwardalyon.com/about" target="_blank">My CPA takes care of my taxes</a>.”

Lyon elaborated on a podcast last year, noting that accountants “generally are rule followers,” but when it comes to lawyers, “we are trained to understand the rules but we’re trained to stretch the rules and bend the rules and poke at the rules and do an end run around the rules. It’s a much more proactive focus.” Still, he has consistently emphasized that his company acts “legally, ethically and morally.”

The company’s co-founder, Pearson, once described Lyon on a podcast as the “preeminent proactive tax attorney in the country.” Lyon and Pearson declined to comment.

The Ohio Supreme Court suspended Lyon’s law license in 2005 for failing to meet registration and fee requirements on time, and he hasn’t regained it. He also does not appear to be registered with the Securities and Exchange Commission as an investment advisor.

Despite this, Lyon says he has trained tens of thousands of tax and finance professionals. As the author of several books and a column, he claims to be one of the country’s most widely read tax strategists and commands speaking fees of $15,000 and first-class travel arrangements.

Lyon has also developed several tax certification programs. On the Excel Empire website, some officers, including Pearson, use a title created by Lyon: tax master.

Appearing on another podcast, Lyon discussed how small businesses can be used as tax shelters. As an example, he asked the host,&nbsp;<a href="https://excelempire.com/our-leadership-team-2/" target="_blank">Heather Wagenhals</a>&nbsp;— who also carries the CTBA title — if she had a swimming pool at her home, where she records her show.

“I do,” Wagenhals said. “That’s why I picked this one.”

Lyon responded: “All right, so I’m gonna rock your world in five words, ready? On-premises employee athletic facility.”

Lyon added: “It’s really there in the tax code, and nobody’s told you that.”

In another podcast, Pearson brags about firing an accountant who balked at his request for advice about how to use a new Corvette “to keep from paying taxes.”

Olson said that attitude was disturbing and that simplistic answers can create problems for taxpayers in IRS audits and in the courts. “A swimming pool in someone’s home, even if employees are working in the home and using it, still would require the court to look at the percentage of employee use versus personal use — and they would look really closely at that,” she said.

Matthew Pearson, one of its founders,&nbsp;<a href="https://www.youtube.com/watch?v=jUy-3pcse8I" target="_blank">said this summer in a podcast</a>&nbsp;that about 135 people have earned the CTBA designation, which the firm designed to help people without tax backgrounds to become advisors.Nina Olson, a prominent taxpayer advocate, said that the modern tax industry has seen “a proliferation of different groups and entities that are providing tax advice” and that consumers have no way of knowing who is competent.“It could just be that you’ve taken a very short course, and paid a large fee for that course, and that gives you the ability to put some initials after your name,” said Olson, who served as the IRS’ national taxpayer advocate from 2001 to 2019. She is now executive director of the Center for Taxpayer Rights, a Washington-based nonprofit that promotes fairness and access to justice in tax systems.Tax experts said that Long’s years of experience as a real estate agent and as an auctioneer — before spending a dozen years in Congress — pales next to the deep experience in tax policy or management of the people who have held the job. President Joe Biden commuted the sentences on Monday of 37 death row inmates, citing his conscience as a force behind the decision. He also left the death sentences unchanged for three men charged with hate-motivated mass shootings and terrorism.

Biden, who imposed a moratorium on federal executions during his administration, commuted the death sentences to life sentences without the possibility of parole, saying in a statement that he’s dedicated his career “to reducing violent crime and ensuring a fair and effective justice system.”

“Make no mistake: I condemn these murderers, grieve for the victims of their despicable acts, and ache for all the families who have suffered unimaginable and irreparable loss,” Biden said.

“But guided by my conscience and my experience as a public defender, chairman of the Senate Judiciary Committee, Vice President, and now President, I am more convinced than ever that we must stop the use of the death penalty at the federal level. In good conscience, I cannot stand back and let a new administration resume executions that I halted.”

The three men Biden left on death row Monday include Dzhokhar Tsarnaev, sentenced in 2015 of bombing the Boston Marathon in 2013; Dylann Roof, sentenced in 2017 of fatally shooting nine members of&nbsp;Emanuel African Methodist Episcopal Church in 2015 in Charleston, South Carolina; and Robert Bowers, sentenced in 2023 for the deadly shooting in 2018 that killed 11 worshippers at the Tree of Life synagogue in Pittsburgh.

The president’s commutations Monday come after he&nbsp;<a href="https://www.newsfromthestates.com/article/biden-commutes-sentences-nearly-1500-people-pardons-39-historic-clemency-action" target="_blank">commuted the sentences</a>&nbsp;on Dec. 12 of 1,500&nbsp;people who were placed in home confinement during the coronavirus pandemic. He also granted pardons for 39 individuals convicted of nonviolent crimes.

Biden received&nbsp;<a href="https://penncapital-star.com/criminal-justice/shapiro-conahan-says-biden-commuting-kids-for-cash-judges-sentence-absolutely-wrong/" target="_blank">criticism</a>&nbsp;from Pennsylvania Gov. Josh Shapiro and others for including among the mass commutations a Pennsylvania judge convicted in 2011 of sending children to prison in exchange for millions of dollars in kickbacks from a private jail — a crime that became known in the commonwealth as the “<a href="https://penncapital-star.com/criminal-justice/shapiro-conahan-says-biden-commuting-kids-for-cash-judges-sentence-absolutely-wrong/" target="_blank">Cash for Kids</a>” scheme.

Advocates for abolishing the death penalty and some U.S. House Democrats had&nbsp;<a href="https://www.newsfromthestates.com/article/us-house-dem-quartet-calls-biden-spare-lives-federal-death-row-inmates" target="_blank">pressured Biden</a>&nbsp;to commute death penalty sentences ahead of President-elect Donald Trump’s return to the White House. Biden commutes nearly all federal death sentences

SANA – U.S. forces conducted precision airstrikes against a missile storage facility and a command-and-control facility operated by Iran-backed Houthis within Houthi-controlled territory in Sana’a, Yemen, on Saturday, according to a statement from the U.S. Central Command.

Forces conducted the deliberate strikes to disrupt and degrade Houthi operations, such as attacks against U.S. Navy warships and merchant vessels in the Southern Red Sea, Bab al-Mandeb, and Gulf of Aden.

During the operation, CENTCOM forces also shot down multiple Houthi one way attack uncrewed aerial vehicles (OWA UAV) and an anti-ship cruise missile (ASCM) over the Red Sea.&nbsp;

The operation involved U.S. Air Force and U.S. Navy assets, including F/A-18s.

The strike reflects CENTCOM’s ongoing commitment to protect U.S. and coalition personnel, regional partners, and international shipping.

Authorities have not reported if this attack occurred before, after or during the the friendly fire incident involving two U.S. Navy pilots over the Red Sea.

U.S. airstrikes hit terrorist missile storage and command, control facilities

WASHINGTON — The U.S. House failed to pass a Republican stopgap spending package Thursday, sharply increasing the odds a partial government shutdown will begin after the current funding bill expires Friday at midnight.&nbsp;

<a href="https://clerk.house.gov/Votes/2024516" target="_blank">The 174-235 House vote</a>&nbsp;came less than three hours after GOP leaders released a second stopgap spending bill this week. The first version, released just two days ago, was widely rejected by President-elect Donald Trump as well as his allies on and off Capitol Hill.

A total of 38 GOP lawmakers and 197 Democrats voted against passage. Only two Democrats voted in support of the measure. One Democrat voted “present.”

House Republicans tried to approve the new measure under a process called suspension of the rules, which required at least two-thirds of lawmakers to support the legislation for passage, including Democrats. Trump endorsed this new version, which included a two-year suspension of the debt limit.

GOP leaders could next try to put the failed bill up for a vote under a rule, which requires a simple majority vote to approve, but that path takes a few more steps and isn’t a guarantee this legislation could pass.

House Appropriations Chairman Tom Cole, R-Okla., said during floor debate the bill was necessary to avoid a shutdown and provide disaster aid to states throughout the country.

“We need to provide the necessary disaster recovery aid for states and communities as our fellow citizens rebuild and restore. The relief efforts are ongoing — it will be months, if not years, before life returns to normal,” Cole said.

Connecticut Rep. Rosa DeLauro, the top Democrat on the Appropriations Committee, rebuked GOP lawmakers for walking away from the deal both parties reached on the first stopgap package.

“There were things in it that Democrats liked and Republicans did not, and there were things in it that Republicans liked and Democrats would have preferred to leave out. But that is the nature of government funding bills,” DeLauro said. “They require compromise and the support of Democrats and Republicans.”

The legislation House lawmakers were about to vote on had no input from Democrats, she said.

While Republicans have a narrow majority in the House, Democrats control the Senate and the White House, making bipartisan agreement on legislation essential to it becoming law.

White House press secretary Karine Jean-Pierre wrote in a statement released Thursday just before the vote that the GOP was “doing the bidding of their billionaire benefactors at the expense of hardworking Americans.”

“Republicans are breaking their word to support a bipartisan agreement that would lower prescription drug costs and make it harder to offshore jobs to China — and instead putting forward a bill that paves the way for tax breaks for billionaires while cutting critical programs working families count on, from Social Security to Head Start,” she wrote. “President Biden supports the bipartisan agreement to keep the government open, help communities recovering from disasters, and lower costs — not this giveaway for billionaires that Republicans are proposing at the 11th hour.”

Trump calls new bill ‘a very good deal’

The stopgap spending package that failed Thursday night would have kept the government funded through mid-March while boosting disaster aid by about $100 billion.

The legislation would have suspended the nation’s debt limit for an additional two years through January 2027 and given Congress until September to finish the much overdue farm bill.

Trump cheered the new version of the stopgap spending bill before the vote after rejecting the first version released just two days ago.

“Speaker Mike Johnson and the House have come to a very good Deal for the American People,” Trump&nbsp;<a href="https://truthsocial.com/@realDonaldTrump/posts/113681499338715649" target="_blank">wrote</a>&nbsp;on social media. “The newly agreed to American Relief Act of 2024 will keep the Government open, fund our Great Farmers and others, and provide relief for those severely impacted by the devastating hurricanes.”

“A VERY important piece, VITAL to the America First Agenda, was added as well – The date of the very unnecessary Debt Ceiling will be pushed out two years, to January 30, 2027,” Trump added. “Now we can Make America Great Again, very quickly, which is what the People gave us a mandate to accomplish.”

The second stopgap bill came after a dramatic 48 hours that began with&nbsp;<a href="https://www.newsfromthestates.com/article/huge-spending-bill-unveiled-congress-provides-more-100-billion-disaster-aid" target="_blank">the Tuesday night release of a different stopgap spending package&nbsp;</a>before Trump’s ally Elon Musk called on GOP lawmakers to reject the bill their leadership team on Capitol Hill had negotiated over weeks.

Trump then told Republicans to address the debt limit in the package or get rid of it entirely, throwing another complex issue into the mix at the last minute.

The core elements of the stopgap spending package House Republicans released Thursday afternoon were similar to the Tuesday night package, though it dropped dozens of measures, including a provision allowing the nationwide sale of 15% ethanol blended gasoline year round.

The new package, same as the old package, doesn’t include a long-standing provision that prevents members of Congress from receiving a cost of living adjustment. Unless that’s changed, lawmakers would receive a 3.8% raise next year increasing their annual salary from $174,000 to $180,600.

“It removed key provisions to limit the power of pharmaceutical companies, and abandons our bipartisan efforts to ensure American dollars and intellectual property are reinvested in American businesses and workers; instead of fueling the Chinese Communist Party’s technology and capabilities,” DeLauro said during debate.

The new&nbsp;<a href="https://docs.house.gov/billsthisweek/20241216/American%20Relief%20Act%202025.pdf" target="_blank">116-page stopgap spending bill</a>&nbsp;was considerably shorter than the&nbsp;<a href="https://docs.house.gov/billsthisweek/20241216/CR.pdf" target="_blank">1,547-page version</a>&nbsp;released Tuesday.

The spending package would have given Congress until March 14 to complete work on the dozen annual government funding bills that were supposed to become law by the start of the new fiscal year on Oct. 1.

It would have given the House and Senate until Sept. 30, 2025, to reach agreement on the five-year farm bill, which lawmakers were supposed to negotiate a new version of more than a year ago.

The legislation would suspend the debt limit through Jan. 30, 2027.

The bill includes tens of billions in emergency spending to help communities throughout the country recover from various natural disasters, including wildfires, tornadoes and hurricanes.

A&nbsp;<a href="https://democrats-appropriations.house.gov/sites/evo-subsites/democrats-appropriations.house.gov/files/evo-media-document/CR2%20Summary.pdf" target="_blank">summary of the bill</a>, released by House Democrats on Tuesday, showed the Federal Emergency Management Agency and Department of Agriculture would receive the bulk of the natural disaster recovery funding. House Republicans didn’t appear to have altered any of the original funding levels for disaster aid in the updated Thursday version.

The USDA would get $33.5 billion in funding, with $21 billion of that designated for disaster assistance and another $10 billion for economic assistance to farmers and producers.

Other agriculture assistance funding would go toward the Agriculture Research Service, Emergency Watershed Protection Program, Emergency Forest Restoration Program and Rural Development Disaster Assistance Fund, among several others.

The Department of Homeland Security would receive $30.8 billion in funding, with $29 billion for the Federal Emergency Management Agency’s disaster relief fund.

An additional $1.5 billion would go to the Hermit’s Peak and Calf Canyon Fire fund “to continue efforts to support families who suffered damages due to the April 2022 wildfire,” according to the summary.&nbsp;

The wildfire was the largest in New Mexico’s history and caused about $5.14 billion in damages,&nbsp;<a href="https://sourcenm.com/2024/12/17/new-report-totals-hermits-peak-calf-canyon-fire-losses-at-5-14b-as-extra-funds-hang-in-balance/" target="_blank">according to a report released</a>&nbsp;this week.

The Department of Housing and Urban Development’s Community Development Block Grant program for disaster recovery would receive $12 billion in additional funding.

Another $8 billion would go to the Transportation Department to “reimburse states and territories for damage from natural disasters to roads and bridges in the National Highway System, including 100 percent of costs associated with rebuilding the Francis Scott Key Bridge in Baltimore,” according to Democrats’ summary.

The Forest Service would get $6.4 billion for ongoing recovery efforts from natural disasters that took place in 2022, 2023 and this year. The National Park Service would receive $2.3 billion as part of the Department of the Interior’s $3 billion total.

The Defense Department would get $3.4 billion to repair damages related to natural disasters. The Army Corps of Engineers would receive $1.5 billion for repairs and to increase resiliency.

The Small Business Administration would receive $2.25 billion for disaster loans.

Shortly before House GOP leaders announced their second stopgap package, North Carolina Sen. Thom Tillis and South Carolina Sen. Lindsey Graham committed to holding a talking filibuster to delay passage of any stopgap funding measures if that bill doesn’t include substantial disaster aid.

The two, along with North Carolina Sen. Ted Budd, all of whom are Republicans, held a press conference Thursday afternoon to urge GOP leaders in the House to keep the roughly $100 billion in emergency disaster aid in any short-term spending package.

They also rejected calls from some members of their own party to find ways to pay for the new emergency spending, saying that’s not how disaster aid packages have traditionally been handled.

“When you’re in the middle of a crisis, I don’t think anybody’s going to want to hear somebody come to the floor and talk about the fiscal responsibility of giving these people a home again, or giving them an opportunity to open up a business again and employ people,” Tillis said. “So, no I don’t think $10 billion or $20 billion, and ‘I promise we’ll do something more in March’ is an acceptable solution. We know what the need is today. It was negotiated in a package and it needs to be in a package to get my support to get out of here.”&nbsp;

Graham sought to explain the realities of divided government and pointed out that even when Republicans control the House and Senate next year, they’ll still need Democratic support on spending bills.

“We need 60 votes to get it done in the Senate,” Graham said, referring to the chamber’s legislative filibuster, which requires at least 60 lawmakers vote to advance bills toward final passage.

“Mike Johnson is going to have to pick up a handful, at least, of Democrats, because there’s some Republicans who will never vote for anything,” Graham added.

Tillis was unable to answer a question about whether a partial government shutdown beginning Saturday at 12:01 a.m. would affect the federal government’s ongoing natural disaster response in his home state.

The Federal Emergency Management Agency, Department of Agriculture, Department of Transportation and numerous federal departments would be required to follow their shutdown guidance if Congress doesn’t fund the government on time.

Those departments and agencies divide up their staffs into excepted employees, whose jobs address the protection of life or property, and non-excepted employees, who don’t.

Neither category of federal employee gets paid until after the shutdown ends.

American Federation of Government Employees National President Everett Kelley released a written statement Thursday that a shutdown would harm federal workers who “inspect our food, protect our borders, ensure safe travel during the holidays, and provide relief to disaster victims.”

“Over 642,000 of them are veterans of our armed services,” Kelley wrote. “Allowing them to go without a paycheck over the holidays is unacceptable.”

Trump endorses new spending plan in Congress that suspends debt limit for two years

WASHINGTON — A Louisiana resident has contracted the country’s first severe case of highly pathogenic avian influenza in a human, the Centers for Disease Control and Prevention announced Wednesday.

The unidentified person is believed to have been infected with the virus through sick or dead birds on their property that were not part of a commercial poultry flock, though federal public health officials declined to provide more details on a call with reporters, citing patient confidentiality. The virus is also called bird flu, or H5N1.

“Previously, the majority of cases of H5N1 in the United States presented with mild illness, such as conjunctivitis and mild respiratory symptoms, and fully recovered,” Demetre Daskalakis, director of the National Center for Immunization and Respiratory Diseases at the CDC, said during the call.

“Over the 20-plus years of global experience with this virus, H5 infection has previously been associated with severe illness in other countries, including illnesses that resulted in death in up to 50% of cases,” Daskalakis said. “The demonstrated potential for this virus to cause severe illness in people continues to highlight the importance of the joint, coordinated U.S. federal response, the One Health response, to address the current animal outbreaks in dairy cows and poultry and limit the potential of transmission of this virus to humans through animal contact.”

Despite the Louisiana case, Daskalakis said on the call, the CDC believes the threat to the general public remains low.

The Louisiana Department of Health wrote in a&nbsp;<a href="https://ldh.la.gov/news/H5N1-2024" target="_blank">press release&nbsp;</a>posted Friday that the person lives in the southwestern region of the state and was hospitalized, but didn’t provide additional information.

Emma Herrock, communications director for the Louisiana Department of Health, told States Newsroom in an email Wednesday the “patient is experiencing severe respiratory illness related to H5N1 infection and is currently hospitalized in critical condition.”

The patient, she said, “is reported to have underlying medical conditions and is over the age of 65.”

The CDC&nbsp;<a href="https://www.cdc.gov/bird-flu/situation-summary/index.html" target="_blank">has confirmed</a>&nbsp;61 human cases of H5N1 throughout nine states this year, but the Louisiana patient is the first severe case of bird flu in someone within the United States.&nbsp;

Daskalakis declined to say during the call why the Louisiana case is considered severe when&nbsp;<a href="https://www.newsfromthestates.com/article/federal-officials-say-no-sign-bird-flu-spreading-among-humans-despite-missouri-case" target="_blank">a Missouri resident who was hospitalized due to bird flu&nbsp;</a>was not classified the same way.

The Missouri patient, who was admitted to a hospital in August, had significant underlying medical conditions, according to public health officials. That person experienced “acute symptoms of chest pain, nausea, vomiting, diarrhea and weakness,” according to the CDC.

The CDC declined to say Wednesday what symptoms the Louisiana patient was experiencing, citing privacy concerns.

Bird flu has affected wild birds and poultry flocks throughout the United States for years, but it wasn’t until March that dairy cattle began becoming infected with the virus.

The dairy outbreak has affected 865 herds through 16 states this year, according to&nbsp;<a href="https://www.aphis.usda.gov/livestock-poultry-disease/avian/avian-influenza/hpai-detections/hpai-confirmed-cases-livestock" target="_blank">data</a>&nbsp;from the U.S. Department of Agriculture. There have been 315 new cases in dairy cattle during the last month, with the vast majority of those diagnoses in California, while one herd each tested positive in Nevada and Texas.

Bird flu has affected nearly 124 million poultry throughout 49 states,&nbsp;<a href="https://www.cdc.gov/bird-flu/situation-summary/data-map-commercial.html" target="_blank">according to</a>&nbsp;USDA.

Eric Deeble, deputy under secretary for marketing and regulatory programs at USDA, said on the call the nationwide milk testing strategy&nbsp;<a href="https://www.newsfromthestates.com/article/usda-launches-national-testing-milk-dairy-farms-track-bird-flu-outbreak" target="_blank">launched earlier this month</a>&nbsp;has expanded to several states.

The program requires anyone responsible for a dairy farm — such as a bulk milk transporter, bulk milk transfer station, or dairy processing facility — to share unpasteurized or raw milk samples when requested.

California, Colorado, Indiana, Maryland, Michigan, Mississippi, Montana, New York, Ohio, Oregon, Pennsylvania, Vermont and Washington are the 13 states currently enrolled in the program, he said.

In California, Gov. Gavin Newsom on Wednesday proclaimed a state of emergency “to further enhance the state’s preparedness &amp; accelerate the ongoing cross-agency response efforts,” the governor’s press office&nbsp;<a href="https://www.gov.ca.gov/2024/12/18/governor-newsom-takes-proactive-action-to-strengthen-robust-state-response-to-bird-flu/" target="_blank">said.&nbsp;</a>

“These states represent a geographically conversant list of states, some of which have been affected by H5N1 in dairy cows, and some of which have never detected the disease,” Deeble said. “Additionally, these first two groups of states represent eight of the top 15 dairy-producing states in the country, accounting for nearly 50% of U.S. dairy production. We anticipate continuing to enroll additional states in the coming weeks.”

The USDA also continues to have&nbsp;<a href="https://www.newsfromthestates.com/article/four-states-begin-voluntary-testing-bird-flu-dairy-farm-milk-tanks" target="_blank">a voluntary bulk milk testing program</a>&nbsp;for any farms planning to ship dairy cattle across state lines to provide an easier pathway to establishing the herd is negative for H5N1, instead of having to test each cow individually.&nbsp;&nbsp;

First severe case of bird flu in a human in the U.S. reported

President-elect Donald Trump is suing The Des Moines Register and pollster J. Ann Selzer for publishing a poll that showed Vice President Kamala Harris leading in Iowa in the days before the 2024 election, claiming the poll amounted to “fraud and election interference.”

The lawsuit, filed in the Polk County District Court Monday, seeks unspecified damages and “accountability for brazen election interference” under the state’s Consumer Fraud Act. The defendants are the Register and its owner, Gannett; Selzer and Selzer &amp; Co.

The lawsuit alleges that the poll, which&nbsp;<a href="https://www.usatoday.com/story/news/politics/iowa-poll/2024/11/02/iowa-poll-kamala-harris-leads-donald-trump-2024-presidential-race/75354033007/" target="_blank">showed Harris leading Trump</a>&nbsp;among likely Iowa voters&nbsp; 47% to 44%, was published three days before the election as an attempt to “create a false narrative of inevitability for Harris in the final week of the 2024 Presidential&nbsp;Election.”

Trump won Iowa with 56% of the vote to Harris’ 43%. The lawsuit alleges that the Des Moines Register/Mediacom Iowa Poll was not merely an inaccurate poll, but was an intentional move with “corrupt intent” to aid Democrats.

“Selzer — who had prided herself on a mainstream reputation for accuracy&nbsp;despite several far less publicized egregious polling misses in favor of Democrats — …&nbsp;would have the public believe it was merely a coincidence that one of the worst polling&nbsp;misses of her career came just days before the most consequential election in memory, was leaked,&nbsp;and&nbsp;happened to go against the Republican candidate,” the lawsuit states. “The Harris Poll was no ‘miss’ but rather an&nbsp;attempt to influence the outcome of the 2024 Presidential Election.”

Trump said<a href="https://iowacapitaldispatch.com/2024/12/16/dc/trump-at-press-conference-backs-polio-vaccine-but-wont-commit-to-others-attacks-media/" target="_blank">&nbsp;during a Monday news conference</a>&nbsp;that he was filing a lawsuit because he felt he had “an obligation to.”

“I’m going to be bringing one against the people in Iowa, their newspaper, which had a very, very good pollster who got me right all the time, and then just before the election, she said I was going to lose by 3 or 4 points,” Trump said.

The president-elect also said he would likely file lawsuits against the news show “60 Minutes” as well as the Pulitzer Prize organization for giving awards to the New York Times and the Washington Post.

Selzer&nbsp;<a href="https://www.desmoinesregister.com/story/opinion/columnists/2024/11/17/ann-selzer-conducts-iowa-poll-ending-election-polling-moving-to-other-opportunities/76334909007/" target="_blank">announced shortly after the election</a>&nbsp;that she would be retiring from election polling. In an<a href="https://www.iowapbs.org/shows/iowapress/iowa-press/episode/11885/j-ann-selzer" target="_blank">“Iowa Press”</a>&nbsp;interview in aired Dec. 13, Selzer denied allegations of election interference or of intentionally releasing inaccurate results.

“They’re saying that this was election interference, which is a crime,” Selzer said. “So, the idea that I intentionally set up to deliver this response, when I’ve never done that before, I’ve had plenty of opportunities to do it, it’s not my ethic. But to suggest without a single shred of evidence that I was in cahoots with somebody, I was being paid by somebody, it’s all just kind of, it’s hard to pay too much attention to it except that they are accusing me of a crime.”

Lark-Marie Anton, a spokesperson for The Des Moines Register, also said in a statement that the organization believes the lawsuit is without merit.

“We have acknowledged that the Selzer/Des Moines Register pre-election poll did not reflect the ultimate margin of President Trump’s Election Day victory in Iowa by releasing the poll’s full demographics, crosstabs, weighted and unweighted data, as well as a technical explanation from pollster Ann Selzer,” Anton said. “We stand by our reporting on the matter and believe this lawsuit is without merit.”
