NEW YORK (AP) — Donald Trump trounced Nikki Haley on Saturday in the&nbsp;<a href="https://apnews.com/article/donald-trump-nikki-haley-south-carolina-primary-republicans-13237d287ce770e0a45e9bccee78e8ee">South Carolina primary</a>, a victory that emphatically punctuated the depth and breadth of his support among Republican primary voters as he vanquished his lone remaining major opponent in her home state.

Trump did not even have to mount a vigorous campaign, making few appearances and spending relatively little money. Haley has vowed to stay in the race and planned to visit Michigan, the site of the next primary, on Sunday. But the loss further eroded the rationale for her candidacy, barring something unforeseen that would derail the former president.

Here are some takeaways from the South Carolina leg of the campaign:

Haley talked up her chances in “my sweet state of South Carolina” for months. Twice elected governor, initially as a tea party candidate in 2010, she was universally known in her state, and mostly for positive reasons. She had even served as Trump's ambassador to the United Nations. Her conservative record was clear.

And yet her credentials were no match for Trump's hold on the party.

Trump has now won with ease in the Midwest, the Northeast and the South, bulldozing any regional differences that had existed in the party before his rise.

Haley talked in 2024 about her successes recruiting industry to South Carolina and signing tax cuts and voter ID laws. She promoted her international experience. She excoriated Trump as too risky, too old, too busy fending off indictments, too close to Vladimir Putin and not close enough to NATO allies. Voters were not swayed.

The survey found that about half of South Carolina primary voters wanted the U.S. to take a less active role in the world, while about 6 out of 10 opposed continuing aid to Ukraine in its defense against the Russian invasion. They were instead strongly aligned with Trump's vision.

Everything Haley tried reinforced the dynamics: To most Trump loyalists she sounded like just another politician offering establishment positions and trying to topple their champion.

HALEY STILL HAS NO OBVIOUS OR EVEN LIKELY WINS

Haley repeated that she plans to stick around. The Michigan primary is Feb. 27. Haley already has campaigned there and run advertising. The big prize follows, Super Tuesday on March 5, when about a third of Republicans’ 2,429 total delegates are at stake across primaries and caucuses in 15 states and one territory. Haley’s campaign manager, Betsy Ankney, notes often that many states that follow South Carolina have the same open primary rules. But not all of them. And that didn’t translate into a win at home anyway.

California, a majority-Democratic state, does not have open primaries. So Trump, even in a state where he’s not broadly popular, will be the favorite in a Republicans-only setting. Michigan does have an open primary. But that’s a state where progressives and Arab American voters are pushing voters to cast “uncommitted” ballots as a protest against President Joe Biden’s approach to the Israel-Hamas war. Biden’s campaign is countering. So that gives Democrats their own fight, with no incentive to cross over.

In short, if Haley couldn’t win in South Carolina, her chances of victories ahead are slim.

WHAT REALLY FORCES CANDIDATES TO DROP OUT

Presidential campaigns rarely end directly because of primary losses and delegates counts. They end when a candidate can’t keep the lights on anymore. And sometimes donors keep giving long after the scoreboard says it’s practically over.

Often, that’s the case when there is a real ideological fight within a party — see Bernie Sanders in 2016, when the democratic socialist was the vessel for progressive anger at Hillary Clinton and the Democratic Party old guard. This time, for Republicans, it is a blend of personality, identity and ideology. Haley is the stand-in for all Republican check writers who loathe Trump and his version of the GOP.

And it's these anti-Trump Republicans who keep paying her campaign’s bills. It isn’t about delegates. So when Haley insists she is staying through to Super Tuesday, it’s because she has the resources to do so. At some point, if she doesn't have a dramatic reversal, those resources will dry up.

But this campaign has a major asterisk. Trump is facing more than 90 criminal charges in multiple jurisdictions, injecting unparalleled uncertainty into the race.

SPEECHES AND SPIN ASIDE, IT’S ABOUT DELEGATES

Haley's determination aside, the ultimate numbers that matter are not on her fundraising reports. It's the delegate math. And Trump was on pace to win all 50 delegates in South Carolina, widening his lead and making it increasingly clear that he will reach the 1,215-delegate majority long before the end of the primary calendar in late spring.

VP AUDITION HOUR, FEATURING SEN. TIM SCOTT

South Carolina Sen. Tim Scott, who dropped his own presidential bid in November, enjoyed an extended spotlight in the unofficial contest to become Trump's running mate. First appointed to the Senate in 2012 by Haley, he was Trump's most visible surrogate in South Carolina, often heaping praise on a former president who can never seem to get too much validation.

“He’s been such a great advocate,” Trump said at a Fox News town hall with Scott beside him. “He has been much better for me than he was for himself. I watched his campaign and he doesn’t like talking about himself, but boy, does he talk about Trump.”

Scott would give Trump loyalty and effective advocacy, without upstaging a former president who is always the headliner. Scott, as the only Black Republican in the Senate, also could appeal to Trump in his quest to increase GOP support from non-white voters.

But Trump has been known to flatter those who fawn over him, then make another choice.

Haley never explicitly asked Democrats to help her against Trump, but she might as well have. She often reminded South Carolinians, who do not have to register by party, that the primary was open to all voters except the 125,000-plus who already had cast Democratic primary ballots Feb. 3.

She needed some of the remaining South Carolina Democrats, plus independents, to essentially give her a GOP version of the coalition Biden assembled against Trump in 2020. In a South Carolina Republican primary that would mean heavy support from wealthier, more moderate, college-educated white voters, especially around Columbia and Charleston. But Haley also needed at least some backing from Black voters in those areas and across small-town South Carolina.

About 6 in 10 oppose continuing aid to Ukraine in its fight against Russia. Only about a third described America’s participation in NATO as “very good,” with more saying it’s only “somewhat good.”

Haley has raised copious amounts of campaign money and is scheduled to begin a cross-country campaign swing on Sunday in Michigan ahead of Super Tuesday on&nbsp;<a href="https://newsroom.ap.org/5%20Super%20Tuesday">March 5</a>, when many delegate-rich states hold primaries.

But it’s unclear how she can stop Trump from clinching enough delegates to become the party’s presumptive nominee for the third time.

Sen. Lindsey Graham, R-S.C., complimented Haley while speaking to reporters at Trump’s election night party in Columbia but suggested it was time for her to drop out.

“I think the sooner she does, the better for her, the better for the party,” Graham said.

In late January 2024, the administration of the Ankeny School District notified the Ankeny Police Department about allegations of an inappropriate sexual relationship that occurred between a former student and a teacher/coach beginning in 2015, according to a media release.

This relationship continued for several years and was recently reported to the Ankeny School District by the victim.

The Ankeny Police Department immediately investigated these allegations. After this investigation, it was determined 34-year-old Rachel Whiteside, a teacher and coach with the Ankeny Community School District, engaged in a pattern of sexual conduct with the victim while they attended the Ankeny Community School District between the years of 2015 – 2018. &nbsp;

The victim's report claims Whiteside abused them on school district property, though they were in contact electronically as well. Court documents allege Whiteside "used her role as a teacher and coach to make the student feel comfortable and share intimate details of the student's life" and was "methodical in her actions".&nbsp;

The most immediate impact of the ruling was to leave&nbsp;<a href="https://apnews.com/article/alabama-frozen-embryos-ruling-ivf-pause-3ea72dd4494cad3f65c57e751e4c5c3b">in vitro fertilization clinics in Alabama</a>&nbsp;potentially vulnerable to more lawsuits and reluctant to administer treatment

On Wednesday, the University of Alabama Birmingham hospital&nbsp;<a href="https://apnews.com/article/alabama-frozen-embryos-pause-4cf5d3139e1a6cbc62bc5ad9946cc1b8" target="_blank">paused IVF treatments</a>&nbsp;while it considers the ruling’s significance.

On Thursday, Alabama Fertility Services said in a statement that it has “made the impossibly difficult decision to hold new IVF treatments due to the legal risk to our clinic and our embryologists.” The Center for Reproductive Medicine at Mobile Infirmary also decided to pause IVF treatment because of the ruling.

Here’s what to know about this increasingly common fertility treatment.

In vitro fertilization offers a possible solution when a woman has trouble getting pregnant. It involves retrieving her eggs and combining them in a lab dish with a man’s sperm to create a fertilized embryo, which is then transferred into the woman’s uterus in an attempt to create a pregnancy.

IVF is done in cycles and may take more than one to create a successful pregnancy, according to The American College of Obstetricians and Gynecologists. The procedure can use a couple’s eggs and sperm or those from a donor.

The treatment often uses hormones to trigger ovulation so multiple eggs are produced and a needle is used to remove them from the ovaries, the American College of Obstetricians and Gynecologists said.

Eggs can be fertilized by adding the sperm to the eggs in a lab, or a single sperm can be injected into each egg.

“We culture that fertilized egg over a period of time — usually five to six days —- to create developmental stages called the blastocyst. And those are either transferred or stored for future use,” said Dr. Jason Griffith, a reproductive endocrinologist in Houston.

A blastocyst is the early stage of an embryo, which is defined as the state of development that starts at fertilization and lasts up to eight weeks.

Griffith said that on Day 3 after fertilization, an embryo is anywhere from six to 10 cells. By Day 6, it’s between 100 and 300 cells.

“So you’re talking about something that’s still microscopic,” he said, adding that a person contains more than a trillion cells.

The freezing process involves replacing the water in embryo cells with a protectant fluid and flash freezing with liquid nitrogen, according to Johns Hopkins Medicine. Frozen embryos can be used for future pregnancies, and the vast majority survive the thawing process.

Frozen embryos are stored in tanks containing liquid nitrogen at hospital labs or reproductive medicine centers. Griffith said they can also be kept in storage facilities that health care facilities contract with, especially when they are stored for many years. Frozen embryos can be safely preserved for a decade or more.

Griffith said conditions are monitored in these facilities and there are physical security mechanisms to safeguard the tanks and backup generators in case of power outages.

Dr. John Storment, a reproductive endocrinologist in Lafayette, Louisiana, said his state has a unique law that prohibits doctors from discarding any viable embryos that are still dividing — meaning they must be preserved and stored. So he and other doctors ship embryos out of state to a secure storage facility once a patient has finished using them for a particular IVF cycle.

“Whenever they’re ready for embryos again, they can just ship them back here,” he said. “But we don’t keep them stored here.”

In other states, he said, patients can choose to use them, discard them or donate them to other couples or for research.

The U.S. Supreme Court’s decision to&nbsp;<a href="https://apnews.com/article/abortion-supreme-court-decision-854f60302f21c2c35129e58cf8d8a7b0" target="_blank">overturn Roe v. Wade</a>&nbsp;in 2022 sparked speculation about how the ruling could lead to problems with fertility care, said Greer Donley, an associate professor at the University of Pittsburgh School of Law.

“This is one of the first places that is proving that,” she said.

Donley expects that IVF will remain available in Alabama but embryos will not be stored there. And moving them to other states for storage will increase the cost, logistical challenges and risk associated with the procedures.

“This opens up the possibility of using the child welfare laws more holistically for criminalizing doing anything that could harm the embryo,” Donley said.

Donley said that push could continue: “The future the anti-abortion movement wants to see is one in which fetuses have federal constitutional protections from the moment of conception.”

Since 2022, four states have amended their constitutions to protect access to abortion, and several others are considering ballot measures for this year. In many, the language goes beyond allowing abortion to give people rights to reproductive freedom more broadly, which could ensure access to IVF.

Doctors outside of Alabama are worried about possible national implications of the recent court decision.

It could “substantially restrict access to a very vital fertility treatment that has helped countless folks today expand their families,” Griffith said. “When you look at the percentage of pregnancies in the United States that result from in vitro fertilization, it’s around 2%.”

It could also increase the cost of IVF for many families — although it’s unclear by how much — because of things like additional storage fees and liability costs, he said. One cycle of IVF, including all embryos transferred, now costs about $15,000 to $25,000, Griffith said.

Another possible ramification is that there will be fewer IVF providers, he said.

“We’ve got to safeguard access to this very valuable treatment,” Griffith said.

Storment agreed that the Alabama decision could have a ripple effect across the entire country.

“It’s one of the bigger things to happen in reproductive law in the last decade,” he said.

Some pro-life activists rejoiced at the ruling.

It’s “a tremendous victory for life,” said the powerful Christian legal firm Alliance Defending Freedom. “A beautiful defense of life," said Tony Perkins, head of the Family Research Council.

The Liberty Counsel filed a notice with the Florida Supreme Court, saying the Alabama decision — including Parker's concurrence — should be factored into a pending decision about a proposed amendment to the state constitution that would protect abortion rights.

“Unborn life must be protected at every stage,” Mat Staver, Liberty Counsel's chairman, said in a statement.

Still, Christian perspectives on IVF are mixed, and in some cases, undecided.

While the Catholic Church condemns such reproductive technology as immoral, many Protestant churches and denominations do not have a firm stance against the practice.

Because religious groups have different opinions about when life begins, “it’s quite problematic to see a judge essentially embedding a Christian view into state law,” said Greer Donley, an associate professor of law at the University of Pittsburgh who specializes in bioethics and health.

She said that other judges might increasingly apply religious thinking to their decisions.

“It’s particularly notable that (Parker) is not trying to hide that, but even if judges were careful in their language, the result is essentially the same,” Donley said.

CAIRO (AP) — An attack by Yemeni Houthi rebels on a Belize-flagged ship earlier this month caused an 18-mile oil slick, the U.S. military said Saturday. It also warned of the danger of a spill from the vessel's cargo of fertilizer.

The Rubymar, a British-registered, Lebanese-operated cargo vessel,&nbsp;<a href="https://apnews.com/article/yemen-houthi-rebels-attack-israel-hamas-war-gaza-67cf1acc17f4e17d04075a99688e4da8">was attacked on Feb. 18</a>&nbsp;while sailing through the Bab el-Mandeb Strait that connects the Red Sea and the Gulf of Aden, U.S. Central Command said.

The missile attack forced the crew to abandon the vessel, which had been on its way to Bulgaria after leaving Khorfakkan in the United Arab Emirates. It was transporting more than 41,000 tons of fertilizer, CENTCOM said in a statement.

The vessel suffered significant damage, which led to the slick, said the CENTCOM statement, warning that the ship's cargo “could spill into the Red Sea and worsen this environmental disaster.”

“The Houthis continue to demonstrate disregard for the regional impact of their indiscriminate attacks, threatening the fishing industry, coastal communities, and imports of food supplies,” it said.

The Associated Press, relying on satellite images from Planet Labs PBC of the stricken vessel, reported Tuesday that the vessel was leaking oil in the Red Sea.

Yemen’s internationally recognized government on Saturday called for other countries and maritime-protection organizations to quickly address the oil slick and avert “a significant environmental disaster.

In a statement, the government, which sits in the southern city of Aden, said the vessel is heading toward the Hanish Islands, a Yemeni archipelago in the southern Red Sea.

Separately, CENTCOM said it launched attacks on Houthi-held areas in Yemen on Friday, destroying seven mobile anti-ship cruise missiles that were prepared to launch toward the Red Sea.

It described the strikes as “self-defense,” saying that the missiles “presented an imminent threat to merchant vessels and to the U.S. Navy ships in the region.”

CENTCOM didn’t give further details. Houthi-run media, however, reported strikes by the U.S. and the U.K. on the district of Durayhimi in the Red Sea province of Hodeida.

The U.S. military has in recent weeks launched waves of strikes on Houthi-held areas inside Yemen in response to the Houthis’ attacks on shipping routes in the Red Sea.

Since November, the rebels have repeatedly targeted ships in the Red Sea and surrounding waters. NORAD fighter pilots sent Friday morning to investigate the balloon determined it was not maneuverable and did not present a threat to national security, spokesperson John Cornelio said.

There has been heightened interest in reports of balloons flying over the U.S. after the military identified – and eventually shot down — a Chinese spy balloon that crossed much of the country last year. But officials say the balloon intercepted Friday was not sent by a foreign adversary and poses no threat to aviation or U.S. security. NORAD has not revealed where the balloon came from or why it was seen flying over Utah and Colorado.

Fighter jets intercept another balloon over western U.S.

CAPE CANAVERAL, Fla. (AP) — A private U.S. lunar lander tipped over at&nbsp;<a href="https://apnews.com/article/moon-landing-private-company-intuitive-machines-9c896bfca61582773d381f4045fd35d7">touchdown</a>&nbsp;and ended up on its side near the moon’s south pole, hampering communications, company officials said Friday.

Intuitive Machines initially believed its six-footed lander, Odysseus, was upright after Thursday's touchdown. But CEO Steve Altemus said Friday the craft “caught a foot in the surface," falling onto its side and, quite possibly, leaning against a rock. He said it was coming in too fast and may have snapped a leg.

“So far, we have quite a bit of operational capability even though we’re tipped over," he told reporters.

But some antennas were pointed toward the surface, limiting flight controllers' ability to get data down, Altemus said. The antennas were stationed high on the 14-foot (4.3-meter) lander to facilitate communications at the hilly, cratered and shadowed south polar region.

Odysseus — the first U.S. lander in more than 50 years — is thought to be within a few miles (kilometers) of its intended landing site near the Malapert A crater, less than 200 miles (300 kilometers) from the south pole. NASA, the main customer, wanted to get as close as possible to the pole to scout out the area before astronauts show up later this decade.

NASA's Lunar Reconnaissance Orbiter will attempt to pinpoint the lander's location, as it flies overhead this weekend.

With Thursday’s touchdown, Intuitive Machines became the first private business to pull off a moon landing, a feat previously achieved by&nbsp;<a href="https://apnews.com/article/moon-landing-apollo-209f6097f35331b0cb4a97b982e0274f">only five countries</a>. Japan was the latest country to score a landing, but its lander also ended up on its side last month.

Odysseus' mission was sponsored in large part by NASA, whose experiments were on board. NASA paid $118 million for the delivery under a program meant to jump-start the lunar economy.

One of the NASA experiments was pressed into service when the lander's navigation system did not kick in. Intuitive Machines caught the problem in advance when it tried to use its lasers to improve the lander's orbit. Otherwise, flight controllers would not have discovered the failure until it was too late, just five minutes before touchdown.

“Serendipity is absolutely the right word,” mission director Tim Crain said.

It turns out that a switch was not flipped before flight, preventing the system's activation in space.

Launched last week from Florida, Odysseus took an extra lap around the moon Thursday to allow time for the last-minute switch to NASA's laser system, which saved the day, officials noted.

Another experiment, a cube with four cameras, was supposed to pop off 30 seconds before touchdown to capture pictures of Odysseus’ landing. But Embry-Riddle Aeronautical University’s EagleCam was deliberately powered off during the final descent because of the navigation switch and stayed attached to the lander.

Embry-Riddle's Troy Henderson said his team will try to release EagleCam in the coming days, so it can photograph the lander from roughly 26 feet (8 meters) away.

"Getting that final picture of the lander on the surface is still an incredibly important task for us,” Henderson told The Associated Press.

Intuitive Machines anticipates just another week of operations on the moon for the solar-powered lander — nine or 10 days at most — before lunar nightfall hits.

The company was the second business to aim for the moon under NASA's commercial lunar services program. Last month, Pittsburgh's Astrobotic Technology gave it a shot, but a&nbsp;<a href="https://apnews.com/article/moon-landing-spacecraft-reenter-burned-e7abeeac01711633eaa807b050704084">fuel leak on the lander</a>&nbsp;cut the mission short and the craft ended up crashing back to Earth.

Until Thursday, the U.S. had not landed on the moon since Apollo 17's Gene Cernan and Harrison Schmitt closed out NASA's famed moon-landing program in December 1972. NASA's new effort to return astronauts to the moon is named Artemis after Apollo's mythological twin sister. The&nbsp;<a href="https://apnews.com/article/nasa-moon-landings-artemis-delay-23e425d490c0c9e65ae774ec2e00f090">first Artemis crew landing</a>&nbsp;is planned for 2026 at the earliest.

Company: US spacecraft on the moon is on its side

LINCOLN — State lawmakers adjourned floor debate for the day Tuesday without voting on a bill to phase out Nebraska’s inheritance tax, but it was clear that more work is needed on the measure.

State Sen. Rob Clements of Elmwood, who has made&nbsp;<a href="https://nebraskaexaminer.com/2024/02/08/senator-makes-another-attempt-to-repeal-nebraskas-inheritance-taxes/">eliminating the “death tax”</a>&nbsp;a top priority during his legislative career, acknowledged that some changes may be needed in his Legislative Bill 1067 before it can be passed.

One cosponsor of the measure, North Platte Sen. Mike Jacobson, said he couldn’t ultimately support the bill unless it includes ways to replace the funding lost by Nebraska counties from repeal of the tax.

Jacobson, as well as the Nebraska Association of County Officials, argue that repealing the inheritance tax — which provides up to $100 million a year in funding for the state’s counties — would result in a property tax increase.

“There’s one thing I hate more than inheritance tax, and that’s property tax,” Jacobson said.

Jon Cannon, the executive director of NACO, has estimated that property taxes levied by the counties would have to rise by 11% to offset the funds lost.

Clements said he has been seeking replacement revenue for the counties but also has faith that county commissioners can make needed adjustments during the five-year phase-out of the inheritance tax called for in his bill.

LB 1067, as currently written, contains two new funding sources for counties, allowing them to access lodging tax revenue now used to promote and expand tourism sites, and reimbursing counties for housing state inmates in their jails.

An amendment pending on the bill would limit the use of the tourism funds to 50% of what a county collects and would increase the jail reimbursement from $35 a day to $100 a day.

But Jacobson and others questioned whether that was enough to avoid a rise in property taxes. And Jacobson said the tourism funds should be used for tourism only.

Clements said after the debate that he might support using revenue from the documentary stamp tax, which is charged on the purchase of real estate, to help replace the revenue lost.

During floor debate Tuesday morning, the senator said Nebraska is an outlier in charging an inheritance tax, which he called “arbitrary and excessive” and tough on grieving families and friends.

Nebraska is one of only six states with an inheritance tax, and one of those, Iowa, will phase out its “death tax” at the end of the year.

The bill has 24 cosponsors among the 49 state senators, but it faces some legislative hurdles: a motion to divide the question into two parts from Lincoln Sen. Danielle Conrad and motions to kill the bill or recommit it to a committee from Omaha Sen. Machaela Cavanaugh.

Clements said that repealing the inheritance tax would be a step toward improving Nebraska’s tax system and that ending it would remove a reason for those nearing retirement to move away, so their heirs don’t have to pay the tax.

Missouri Senator demands Biden block Capitol One, Discover card merger

KANSAS CITY (AP) —AT&amp;T said the hourslong outage to its U.S. cellphone network Thursday appeared to be the result of a technical error, not a malicious attack.

The outage&nbsp;<a href="https://apnews.com/article/att-outage-cell-service-phone-1cd6f595356b385cc9a4495d1f06b983">knocked out cellphone service</a>&nbsp;for thousands of its users across the U.S. starting early Thursday before it was restored.

AT&amp;T blamed the incident on an error in coding, without elaborating.

“Based on our initial review, we believe that today’s outage was caused by the application and execution of an incorrect process used as we were expanding our network, not a cyber attack,” the Dallas-based company said.

Outage tracker Downdetector noted that outages, which began at about 3:30 a.m. ET, peaked at around 73,000 reported incidents. AT&amp;T had more than 58,000 outages around noon ET, in locations including Houston, Atlanta and Chicago. The carrier is the country's largest, with more than 240 million subscribers.

By 9 p.m. ET, the reports on AT&amp;T's network were fewer than 1,000.

Cricket Wireless, which is owned by AT&amp;T, had more than 9,000 outages at one point but the reports had also tailed off later in the afternoon. Users of other carriers, including Verizon and T-Mobile, also reported issues but those companies said their networks were operating normally and the problems were likely stemming from customers trying to connect to AT&amp;T users.

During the outage, some iPhone users saw SOS messages displayed in the status bar on their cellphones. The message indicates that the device is having trouble connecting to their cellular provider’s network, but it can make emergency calls through other carrier networks, according to Apple Support.

The Federal Communications Commission contacted AT&amp;T about the outage and the Department of Homeland Security and FBI were also looking into it, National Security Council spokesman John Kirby said.

The FBI acknowledged it had been in touch with AT&amp;T. “Should we learn of any malicious activity we will respond accordingly,” the agency said.

The outage also raised concerns on Capitol Hill.

“We are working to assess today’s disruption in order to gain a complete understanding of what went wrong and what can be done to prevent future incidents like this from occurring,” said a statement issued by Cathy McMorris Rodgers, a Washington Republican who chairs the House Energy and Commerce Committee, and Ohio Republican Bob Latta, chair of the Communications and Technology Subcommittee.

AT&T reveals cause of outage to its US cellphone network

RICHMOND, Va. (AP) — Four foreign nationals were arrested and charged Thursday with transporting suspected Iranian-made weapons on a vessel intercepted by U.S. naval forces in the Arabian Sea last month. Two Navy SEALs died during the mission.

The criminal complaint unsealed Thursday in U.S. District Court in Richmond alleges that the four defendants — who were all carrying Pakistani identification cards — were transporting suspected Iranian-made missile components for the type of weapons used by Houthi rebel forces in recent attacks.

“The flow of missiles and other advanced weaponry from Iran to Houthi rebel forces in Yemen threatens the people and interests of America and our partners in the region,” Deputy Attorney General Lisa Monaco said in a news release.

U.S. officials said that Navy Special Warfare Operator 1st Class Christopher J. Chambers was boarding the boat on Jan. 11 and slipped into the gap created by high waves between the vessel and the SEALs’ combatant craft. As Chambers fell, Navy Special Warfare Operator 2nd Class Nathan Gage Ingram jumped in to try to save him, according to U.S. officials familiar with what happened.

“Two Navy SEALs tragically lost their lives in the operation that thwarted the defendants charged today from allegedly smuggling Iranian-made weapons that the Houthis could have used to target American forces and threaten freedom of navigation and a vital artery for commerce," Monaco said.

Attorney General Merrick B. Garland pledged that the Justice Department “will use every legal authority to hold accountable those who facilitate the flow of weapons from Iran to Houthi rebel forces, Hamas, and other groups that endanger the security of the United States and our allies.”

Muhammad Pahlawan is charged with attempting to smuggle advanced missile components, including a warhead he is accused of knowing would be used by the Houthi rebels against commercial and naval vessels in the Red Sea and surrounding waters. He is also charged with providing false information to U.S. Coast Guard officers during the boarding of the vessel.

Pahlawan's co-defendants — Mohammad Mazhar, Ghufran Ullah and Izhar Muhammad — were also charged with providing false information.

Pahlawan's attorney, Assistant Supervisory Federal Public Defender Amy Austin, said Pahlawan had an initial appearance in U.S. District Court Thursday and is scheduled to be back in court Tuesday for a detention hearing. She declined to comment on the case.

“Right now, he’s just charged with two crimes and we’re just at the very beginning stages, and so all we know is what’s in the complaint,” Austin said when reached by phone Thursday.

According to prosecutors, Navy forces boarded a small, unflagged vessel, described as a dhow, and encountered 14 people on the ship on the night of Jan. 11, in the Arabian Sea off the Somali coast.

Navy forces searched the dhow and found what prosecutors say was Iranian-made weapons, including components for medium range ballistic missiles and anti-ship cruise missiles.

All 14 sailors on the dhow were brought onto the USS Lewis B. Puller after Navy forces determined the dhow was not seaworthy. They were then brought back to Virginia, where criminal charges were filed against four and material witness warrants were filed against the other 10.

According to an FBI affidavit, Navy forces were entitled to board the ship because they were conducting an authorized “flag verification” to determine the country where the dhow was registered.
