LINCOLN — A Nebraska lawmaker is hailing the advancement of an Education Committee legislative package that she says is solution-oriented and provides support from all sides.

The&nbsp;<a href="https://nebraskaexaminer.com/wp-content/uploads/2024/03/walz-package-inclusions_courtesy-ed-committee-clerk.pdf" target="_blank">assortment of nine bills</a>, with the possibility for a tenth, is tied with a bow under Legislative Bill 1284, introduced by State Sen. Lynne Walz of Fremont. The bills relate to training teachers in reading instruction and computer science and technology; dyslexia research; special education; and more.

“We, as the Education Committee, just put together a package of bills that will really provide good solutions for kiddos, for families, for people who may be going into the teaching profession,” Walz told the Nebraska Examiner.

The State Board of Education is&nbsp;<a target="_blank" href="https://meeting.sparqdata.com/Public/Agenda/152?meeting=618962">in favor</a>&nbsp;of&nbsp;<a target="_blank" href="https://meeting.sparqdata.com/Public/Agenda/152?meeting=622598">nearly every bill</a>&nbsp;in the package and neutral on one (<a target="_blank" href="https://nebraskalegislature.gov/bills/view_bill.php?DocumentID=54880">LB 985</a>). Board President Elizabeth Tegtmeier said Friday she appreciates that lawmakers recognize the need to support and fund education.

“It’s great to partner with our lawmakers to improve education,” Tegtmeier said.

Walz’s&nbsp;<a target="_blank" href="https://nebraskalegislature.gov/bills/view_bill.php?DocumentID=55278">LB 1284</a>&nbsp;would put $1.5 million into a Computer Science and Technology Education Fund for training and support. Public and private entities may also donate to the fund.

The Legislature could annually add $500,000 to the fund upon receipt of matching donations.

This year’s proposal builds off a&nbsp;<a href="https://nebraskaexaminer.com/2022/04/12/nebraska-legislative-bill-to-require-computer-technology-classwork-for-graduation/">2022 law</a>&nbsp;by State Sen. Terrell McKinney of Omaha that requires students to graduate with education in computer science and technology. Walz said her bill would address the needs of schools that lack teachers or need staff training.&nbsp;

“This is a step in the right direction,” Walz said.

<a target="_blank" href="https://nebraskalegislature.gov/bills/view_bill.php?DocumentID=55168">LB 1254</a>, introduced by State Sen. Lou Ann Linehan of Elkhorn, would set aside $10 million annually to create reading improvement mentorship programs&nbsp;and employ regional coaches. These would help provide sustained training to teachers in kindergarten through third grade to teach reading.

“If you can’t read, you’re not going to survive in today’s world,” Linehan said.&nbsp;

She described a cycle in which young students who haven’t been taught reading get in trouble because they don’t want to be embarrassed, and&nbsp;some may avoid school. Linehan said the Nebraska Department of Education brought the bill to her.

A second bill on reading improvement is&nbsp;<a target="_blank" href="https://nebraskalegislature.gov/bills/view_bill.php?DocumentID=55506">LB 1253</a>, which would establish the Dyslexia Research Grant Program.&nbsp;

It is a one-time $1 million investment that would support Nebraska companies researching artificial-intelligence-based writing assistance for individuals with dyslexia. Linehan prepared the legislation with a&nbsp;<a href="https://nebraskaexaminer.com/2024/02/12/nebraska-lawmaker-proposes-grant-for-artificial-intelligence-tools-to-combat-dyslexia/">group of University of Nebraska-Lincoln students</a>.

Two bills aim to bring more special education teachers to Nebraska after lawmakers sparred last fall with&nbsp;<a href="https://nebraskaexaminer.com/2023/09/08/our-kids-are-in-their-hands-legislature-dissects-omaha-schools-special-education-staff-vacancies/">officials from Omaha Public Schools</a>&nbsp;over such shortages.

<a target="_blank" href="https://nebraskalegislature.gov/bills/view_bill.php?DocumentID=55053">LB 1238</a>, the Special Educators of Tomorrow Act, from Walz, would provide scholarships and loans to individuals who work with disabilities as direct support professionals to become special education teachers.

Individuals would need at least two years of experience as a direct support professional.&nbsp;

Scholarship recipients would also need to enroll or plan to enroll at an eligible institution to pursue a teaching career in special education. Loan recipients would agree to complete a special education program and a related major and commit to teach in Nebraska.

A recipient could receive an annual scholarship of up to $2,500 for up to two years and an annual loan up to $4,000 for up to three consecutive years.

Each year of full-time teaching after two years would shave $4,000 off such loans.

The bill includes an initial $1.5 million investment for a Special Educators of Tomorrow Fund and a $250,000 appropriation for each fiscal year after that, ending after the 2029-30 school year.

<a target="_blank" href="https://nebraskalegislature.gov/bills/view_bill.php?DocumentID=55030">LB 964</a>, from State Sen. George Dungan of Lincoln, would allow the Nebraska Department of Education to award up to 25 forgivable loans per eligible institution per academic year. This means the Nebraska State College System and the University of Nebraska system.

Each year, 20% of loans would be forgiven as the graduate, with a special education endorsement, teaches in Nebraska.&nbsp;

The graduate must begin teaching at a Nebraska K-12 school within one year of graduation.

“It just seemed like something we could do to get more people into the field,” Dungan said.

The Dungan and Walz proposals require loan recipients to repay loans if they do not satisfy their related bill requirements.

Dungan’s bill would also extend eligibility for Nebraska Career Scholarships to include teaching in special education.

<a target="_blank" href="https://nebraskalegislature.gov/bills/view_bill.php?DocumentID=55186">LB 986</a>, from Linehan, would rework the Teach in Nebraska Today Act as a grant program, doubling its impact from $5 million to $10 million. Teachers would qualify if they are within their first five years of teaching and have an annual income of less than $55,000.

Also included in the package is&nbsp;<a target="_blank" href="https://nebraskalegislature.gov/bills/view_bill.php?DocumentID=55123">LB 1014</a>, from Walz, which would enable school districts to employ school psychologists who work for a service agency.

Two other bills are considered “cleanup” for recent legislation:

A tenth bill,&nbsp;<a target="_blank" href="https://nebraskalegislature.gov/bills/view_bill.php?DocumentID=54746">LB 1050</a>&nbsp;from State Sen. Danielle Conrad of Lincoln, would require schools to provide access to&nbsp;<a href="https://nebraskaexaminer.com/briefs/nebraska-students-take-fight-against-period-poverty-to-legislature/">menstrual products</a>, including pads and tampons, in school bathrooms. The committee voted 4-1, one vote short of advancing the bill in the package. State Sen. Justin Wayne of Omaha has not taken a position on LB 1050 and could still add his vote.

The committee did successfully adopt an amendment to Conrad’s bill, narrowing its impact last week to a one-year pilot program capped at $250,000. As amended, school districts classified as “needs improvement” or those in which 40% of students are poverty stricken would have funding priority.

Local school boards could adopt policies related to the bill.

“I think it’s really thrilling that we have a good opportunity to move the bill forward in some fashion this year,” Conrad said last week. “I think that speaks volumes to the power of student organizing and young voices being involved in the process.”

The State Board of Education is in support of Conrad’s bill, as is Linehan, who said a woman she knows has shoplifted just once — for tampons, because&nbsp;“she couldn’t get them any other way.”

“Sometimes people just need a little push to do the right thing,” Linehan said of school districts.

Special education, reading, computer science and other bills advance from Nebraska committee

NEW YORK (AP) — House Republicans are moving ahead with a bill that would require Chinese company ByteDance&nbsp;<a href="https://apnews.com/article/tiktok-ban-bytedance-bill-divest-5b5a685e8f1e19d22182d62526bf19b8">to sell TikTok or face a ban in the United States</a>&nbsp;even as former President Donald Trump is voicing opposition to the effort.

House leadership has scheduled a vote on the measure for Wednesday. A Republican congressional aide not authorized to speak publicly said that’s still the plan and there has not been significant pushback to the bill from lawmakers.

A vote for the bill would represent an unusual break with the former president by House Republicans, but Speaker Mike Johnson and others have already forcefully come out in favor of the bill, and dropping it now would represent a significant reversal. “It’s an important bipartisan measure to take on China, our largest geopolitical foe, which is actively undermining our economy and security,” Johnson declared last week.

<a href="https://apnews.com/hub/donald-trump">Trump</a>&nbsp;said Monday that he still believes TikTok poses a national security risk but is opposed to banning the hugely popular app because doing so would help its rival, Facebook, which he continues to lambast over his 2020 election loss.

“Frankly, there are a lot of people on TikTok that love it. There are a lot of young kids on TikTok who will go crazy without it,” Trump said in a call-in interview with CNBC's “Squawk Box.” “There’s a lot of good and there’s a lot of bad with TikTok. But the thing I don’t like is that without TikTok you’re going to make Facebook bigger, and I consider Facebook to be an enemy of the people, along with a lot of the media.”

“When I look at it, I’m not looking to make Facebook double the size," he added. ”I think Facebook has been very bad for our country, especially when it comes to elections.”

Trump has repeatedly complained about Facebook's role during the 2020 election, which he still refuses to concede he lost to&nbsp;<a href="https://apnews.com/hub/joe-biden">President Joe Biden</a>. That includes&nbsp;<a href="https://apnews.com/article/fact-checking-mark-zuckerberg-election-donations-188810437774">at least $400 million</a>&nbsp;that its founder, Mark Zuckerberg, and his wife&nbsp;<a href="https://apnews.com/article/fact-checking-mark-zuckerberg-election-donations-188810437774">donated</a>&nbsp;to two&nbsp;<a href="https://apnews.com/article/technology-elections-denver-mark-zuckerberg-election-2020-92257bbc1fefd9ed0e18861e5b5913f6">nonprofit organizations</a>&nbsp;that distributed grants to state and local governments to help them conduct the 2020 election at the height of the COVID-19 pandemic.

The donations — which were fully permitted under campaign finance law — went to pay for things like equipment to process mail ballots and drive-thru voting locations.

TikTok, a video-sharing app, has emerged as a major issue in the 2024 presidential campaign. The platform has about 170 million users in the U.S., most of whom skew younger — a demographic that both parties are desperately trying to court ahead of November's general election. Younger voters have become especially hard for campaigns to reach as they gravitate away from traditional platforms like cable television.

Biden's 2024 campaign officially&nbsp;<a href="https://apnews.com/article/biden-tiktok-campaign-taylor-swift-c686631206fdadbc1038c2521a669375">joined TikTok last month</a>, even though he has expressed his own national security concerns over the platform, banned it on federal devices and&nbsp;<a href="https://apnews.com/article/biden-tiktok-ban-house-china-aaa884d8c974f0a35856af5ee6aa4e99">on Friday endorsed the legislation</a>&nbsp;that could lead to its ban.

The bill being considered by the House&nbsp;<a href="https://apnews.com/article/tiktok-ban-bytedance-bill-divest-5b5a685e8f1e19d22182d62526bf19b8">would require</a>&nbsp;the Chinese firm ByteDance to divest TikTok and other applications it owns within six months of the bill’s enactment in order to avoid a nationwide ban. The legislation also creates a process that lets the executive branch prohibit access to other apps that pose a threat to national security.

“This legislation will trample the First Amendment rights of 170 million Americans and deprive 5 million small businesses of a platform they rely on to grow and create jobs," TikTok said last week as a House committee took up the bill, passing it on a 50-0 vote.

Some advocacy groups and members that often align with Trump said Monday they disagreed with him on the TikTok bill.

“He’s wrong,” said Rep. Chip Roy, R-Texas, on Trump. “And by the way, he had his own executive orders and actions he was doing. Now he’s suddenly flipped around on that.”

Heritage Action, a conservative advocacy group, said it would include the vote in its scorecard grading members.

“The legislation establishes an important national security standard for social media companies: Don't be controlled by a foreign adversary,” the group said.

And, showing the issue sparks strong opinions across party lines, Democratic Rep. Maxwell Frost of Florida said he opposed this “masked effort that will most likely result in TikTok being banned.”

“I think it's going to have drastic impacts for businesses, content creators and a lot of folks in our country,” Frost said.

Rep. Michael McCaul, the Republican chairman of the House Committee on Foreign Affairs, said he's still confident about the bill's prospects in the House.

“It's going to sail, and then it will be up to the Senate,” McCaul said. “And the White House has already acknowledged that they're going to sign it into law. So I think this is a real positive step.”

The bill will likely need support from at least 60 senators to make it across the finish line and be signed into law. Sen. Josh Hawley, R-Mo., said he would encourage colleagues to vote for it. Also, Sen. Eric Schmitt, a Missouri Republican who is often aligned with Trump, said of TikTok that “the amount of data and information they have on Americans is very concerning” and could get in the wrong hands.

As president, Trump attempted to ban TikTok&nbsp;<a href="https://apnews.com/article/global-trade-ap-top-news-politics-asia-business-719d8c83f689929c9c9d8c9aa5593fc8">through an executive order</a>&nbsp;that called “the spread in the United States of mobile applications developed and owned by companies in the People’s Republic of China (China)” a threat to “the national security, foreign policy and economy of the United States.” The courts, however,&nbsp;<a href="https://apnews.com/article/donald-trump-courts-a526c144fad9f0ebc37bf2d49a97740a">blocked the action</a>&nbsp;after TikTok sued, arguing such actions would violate free speech and due process rights.

Biden in 2022 banned the use of TikTok by the federal government’s nearly&nbsp;<a href="https://www.performance.gov/pma/workforce/">4 million employees</a>&nbsp;on devices owned by its agencies, with limited exceptions for law enforcement, national security and security research purposes.

Both the&nbsp;<a href="https://apnews.com/article/tiktok-ban-bytedance-china-biden-administration-14ef5f93dc2114e4ade110b2e85433fd">FBI and the Federal Communications Commission</a>&nbsp;have warned that TikTok owner ByteDance could share user data — such as browsing history, location and biometric identifiers — with China’s authoritarian government. TikTok said it has never done that and wouldn’t do so if asked. The U.S. government also hasn’t provided evidence of that happening.

House lawmakers are expected to receive a briefing Tuesday on TikTok from the FBI, Justice Department and intelligence officials, according to a congressional aide, who was granted anonymity to disclose details of the briefing that has not yet been made public.

Trump, in the interview, said he had not discussed the company with Jeff Yass, a TikTok investor and a major GOP donor. Trump said the two had recently met “very briefly" but that Yass “never mentioned TikTok."

The Houthis used two anti-ship ballistic missiles in the attack, the U.S. military's Central Command said.

Houthi military spokesman Brig. Gen. Yahya Saree claimed the attack early Tuesday in a prerecorded statement, claiming the Pinocchio was an American ship without offering evidence to support the assertion.

He said the college would take “concrete steps” he did not identify to meet the needs of Haitian people and enable the pending deployment of the multinational force to be led by Kenya.

The joint proposal has the backing of members of Caricom, a regional trade bloc that held Monday’s urgent meeting.

“I think we can all agree: Haiti is on the brink of disaster,” said Guyanese President Irfaan Ali. “We must take quick and decisive action.”

He said that he is “very confident that we have found commonality” to support what he described as a Haitian-led and -owned solution.

Meanwhile, Jamaican Prime Minister Andrew Holness said the meeting was a work in progress.

“It is clear that Haiti is now at a tipping point,” he said. “We are deeply distressed that it is already too late for too many who have lost far too much at the hands of criminal gangs.”

Embattled Prime Minister Ariel Henry, who faces calls to resign or agree to a transitional council, did not attend the meeting. He has been locked&nbsp;<a href="https://apnews.com/article/haiti-prime-minister-gangs-resign-e583a191a2f800bc63752220a47dec0d">out of his own country</a>&nbsp;while traveling abroad, due to surging unrest and violence by criminal gangs who have overrun much of Haiti's capital and closed down its main international airports.

Henry remained in Puerto Rico and was taking steps to return to Haiti once feasible, according to a brief statement from the U.S. territory's Department of State.

While leaders met behind closed doors,&nbsp;<a href="https://apnews.com/article/caribbean-puerto-rico-haiti-port-au-prince-gangs-24b02571972a676c3bcc3d9a24dfc77d">Jimmy Chérizier</a>, considered Haiti’s most powerful gang leader, told reporters that if the international community continues down the current road, “it will plunge Haiti into further chaos.”

“We Haitians have to decide who is going to be the head of the country and what model of government we want,” said Chérizier, a former elite police officer known as Barbecue who leads a gang federation known as G9 Family and Allies. “We are also going to figure out how to get Haiti out of the misery it's in now.”

The meeting in Jamaica was organized by members of a regional trade bloc known as Caricom, which for months has pressed for a transitional government in Haiti while protests in the country have demanded Henry’s resignation.

“The international community must work together with Haitians towards a peaceful political transition,” U.S. Assistant Secretary for Western Hemisphere Affairs Brian Nichols wrote on X, formerly Twitter. Nichols will attend the meeting.

U.N. Secretary-General António Guterres is calling for the urgent deployment of the multinational force and that the mission be adequately funded, said his spokesman Stephane Dujarric.

Unlikely to pass the House and the Senate to become law, the proposal for fiscal 2025 is an election year blueprint about what the future could hold if Biden and enough of his fellow Democrats win in November. The president and his aides previewed parts of his budget going into last week's&nbsp;<a href="https://apnews.com/article/state-of-union-transcript-biden-2024-e84f5134e5201987eb441629aef5240c">State of the Union address</a>, and they provided the fine print on Monday.

If the Biden budget became law, deficits could be pruned $3 trillion over a decade. It would raise tax revenues by a total of $4.9 trillion over that period and use roughly $1.9 trillion to fund various programs, with the rest going to deficit reduction.

The president is traveling Monday to Manchester, New Hampshire, where he’ll call on Congress to apply his $2,000 cap on drug costs and $35 insulin to everyone, not just people who have Medicare. He’ll also seek to make permanent some protections in the Affordable Care Act that are set to expire next year.

Biden's plan would permanently keep Medicare solvent, according to aides, but as noted by Maya MacGuineas, president of the fiscal group Committee for a Responsible Federal Budget, it does not appear to fix Social Security, which projections say will be&nbsp;<a href="https://apnews.com/article/social-security-cost-of-living-adjustment-cola-ef9255c0da3c3d2391dadac4515db2e7">unable to pay full benefits starting in 2033</a>.

The proposal would provide about $900 billion for defense in fiscal 2025, about $16 billion more than the baseline.

It's also requesting funding to expand personnel and resources at the U.S. southern border. Still, military spending over 10 years would decline $146 billion to $9.57 trillion.

One key theme in the budget plan is an effort to help families afford their basic needs, as the impact of&nbsp;<a href="https://apnews.com/article/inflation-economy-prices-consumer-74e1a5c9bced40460e4079f62e980095">inflation hitting a four-decade high</a>&nbsp;in 2022 continues to leave many voters feeling as though they're worse off under Biden.

The budget proposal includes $258 billion to help build or preserve 2 million homes, helping to address a national shortage that has kept housing prices high. Parents making under $200,000 annually would have access to child care, with most eligible families paying no more than $10 a day.

It would eliminate origination fees on government student loans, possibly saving borrowers $1,000 over the life of the debt. It also includes $12 billion to help universities develop strategies for reducing their costs.

All of this is a chance for Biden to try to define the race on his preferred terms, just as the all-but-certain Republican nominee,&nbsp;<a href="https://apnews.com/hub/donald-trump">Donald Trump</a>, wants to rally voters around his agenda.

“A fair tax code is how we invest in things that make this country great: health care, education, defense and so much more,” Biden said at Thursday’s State of the Union address, adding that his predecessor enacted a $2 trillion tax cut in 2017 that disproportionately benefited the top 1% of earners.

Trump, for his part, would like to increase tariffs and pump out gushers of oil. He called for a “second phase” of tax cuts as parts of his 2017 overhaul of the income tax code would expire after 2025. The Republican has also said he would slash government regulations. He has also pledged to pay down the national debt, though it's unclear how without him detailing severe spending cuts.

In a Monday interview with CNBC, Trump indicated that he would be willing to reduce spending for Social Security, Medicare and Medicaid, though he did not offer a full policy.

"There is a lot you can do in terms of entitlements, in terms of cutting,” Trump said.

House Republicans on Thursday voted their own&nbsp;<a href="https://budget.house.gov/imo/media/doc/executive_summary1.pdf">budget resolution</a>&nbsp;for the next fiscal year out of committee, saying it would trim deficits by $14 trillion over 10 years. But their measure would depend on rosy economic forecasts and sharp spending cuts, reducing $8.7 trillion in Medicare and Medicaid expenditures. Biden has pledged to stop any cuts to Medicare.

Nebraska FIRST LEGO League Challenge Championship: Inspiring Young Innovators in STEM

HOUSTON (AP) — The Biden administration can keep operating a program that&nbsp;<a href="https://apnews.com/article/immigration-biden-haiti-cuba-nicaragua-venezuela-trial-982e96527e266b46dc95388f31a93824">allows a limited number of migrants</a>&nbsp;from four countries to enter the U.S. on humanitarian grounds after a federal judge on Friday dismissed a challenge from Republican-led states.

U.S. District Judge Drew B. Tipton said Texas and 20 other states had not shown they had suffered financial harm because of the humanitarian&nbsp;<a href="https://apnews.com/article/immigration-parole-trump-biden-latin-america-hungary-vietnam-cuba-venezuela-6deab463a9cc596b2cd1adc6443da787">parole program</a>&nbsp;that allows up to 30,000 asylum-seekers into the U.S. each month from Cuba, Haiti, Nicaragua and Venezuela combined. That was something the states needed to prove to have legal standing to bring the lawsuit.

“In reaching this conclusion, the Court does not address the lawfulness of the Program,” Tipton wrote.

Eliminating the program would undercut a broader policy that seeks to encourage migrants to use the Biden administration’s preferred pathways into the U.S. or face stiff consequences.

An attorney working with the Texas attorney general’s office in the legal challenge said that the program “created a shadow immigration system.”

Advocates for the federal government countered that migrants admitted through the policy helped with a U.S. farm labor shortage.

The Texas Attorney General’s Office, the U.S. Justice Department and the U.S. Department of Homeland Security, which defended the program, didn't immediately reply to messages seeking comment.

An appeal by Texas and the other states seemed likely.

Since the program was launched in fall 2022, more than 357,000 people from Cuba, Haiti, Nicaragua and Venezuela have been granted parole and allowed to enter the country through January. Haitians have been far been the biggest group to use the program with 138,000 people from that country arriving, followed by 86,000 Venezuelans, 74,000 Cubans and 58,000 Nicaraguans.

Migrants must apply online, arrive at an airport and have a financial sponsor in the U.S. If approved, they can stay for two years and get a work permit.

President Joe Biden has made unprecedented use of parole authority, which has been in effect since 1952 and allows presidents to let people in for “urgent humanitarian reasons or significant public benefit.”

Esther Sung, an attorney for Justice Action Center, which represented seven people who were sponsoring migrants as part of the program, said she was looking forward to calling her clients to let them know of the court's decision.

"It’s a popular program. People want to welcome other people to this country,” she said.

“The Court has before it a case in which Plaintiffs claim that they have been injured by a program that has actually lowered their out-of-pocket costs,” Tipton said in Friday's ruling.

When the policy took effect, the Biden administration had been preparing to end a pandemic-era policy at the border known as Title 42 that barred migrants from seeking asylum at ports of entry and immediately expelled many who entered illegally.

Proponents of the policy also faced scrutiny from Tipton, who questioned whether living in poverty was enough for migrants to qualify. Elissa Fudim, a lawyer with the U.S. Department of Justice, responded: “I think probably not.”

Federal government attorneys and immigrant rights groups said that in many cases, Cubans, Haitians, Nicaraguans and Venezuelans are also fleeing oppressive regimes, escalating violence and worsening political conditions that have endangered their lives.

The lawsuit did not challenge the use of humanitarian parole for tens of thousands of Ukrainians who came after Russia’s invasion. It is among several legal challenges the Biden administration has faced over its immigration policies.

The program’s supporters said each case is individually reviewed and some people who had made it to the final approval step after arriving in the U.S. have been rejected, though they did not provide the number of rejections that have occurred.

LINCOLN — The price of mounting a credible bid for the Nebraska Legislature keeps rising, with 2023 fundraising tallies hinting at 2024 being another banner year for six-figure races.

Five candidates for the $12,000-a-year job had already raised more than $100,000 in 2023, a pre-election-year — a number that shows an accelerating trend from recent years, based on year-end fundraising reports from the Nebraska Accountability and Disclosure Commission.

Top legislative candidate cash on hand in 2023

For the 2020 election, a record 27 Nebraska legislative candidates raised more than $100,000. For races in 2022, 20 raised $100,000 or more. As recently as the 2010s, only seven or eight candidates raised that much for most legislative elections.&nbsp;

State Sen. Eliot Bostar of Lincoln, a Democrat in the officially nonpartisan Legislature, led in funds raised in 2023, with $205,000. That pushed his campaign cash on hand to $255,000, including money raised in previous years.

Much of that money came from trial lawyers, family members, some of the top Lincoln-area Democratic donors and a conservation-related&nbsp;political action committee that listed him as executive director. Bostar’s campaign spent about $38,000 in 2023, mostly on helping other candidates.

Asked about the push for earlier fundraising, Bostar said he learned the hard way in 2022 that estimates about what it would take to win in his district were low.

In that race against Republican Jacob Campbell, the two candidates raised and spent at least $600,000 combined, one of the costliest legislative races in Nebraska history.

“I think I estimated too low the first time around, and I didn’t want to make that mistake again,” Bostar said.&nbsp;

On March 1, the deadline to file to run for office, the Republican who had filed to run against Bostar, Philipe Bruce, withdrew from the race. That left Bostar funded for an election fight that might not come, an outcome he said he did not expect.

Asked what he might do with the money, he said he didn’t expect to run unopposed and hadn’t thought much about it yet. Senators are limited to serving two consecutive terms.

He said he understands people who question raising and spending so much money for a seat that pays like a part-time job. But he says candidates run to help others, not for the pay.

State Sen. Carolyn Bosn of Lincoln, appointed by Gov. Jim Pillen to replace former State Sen. Suzanne Geist of Lincoln, raised the next most at $140,000 and had $125,000 in cash.

She had help from the family of Tom Peed of Sandhills Publishing and many major GOP donors statewide. Her campaign reported spending about $15,000, mainly on consulting.

Bosn, a former Lancaster County prosecutor, said she attended meetings, visited businesses in her district, spoke to constituents and built relationships. But, she said, she was “very shocked when the six-figure numbers came in.”

“I was surprised at the amount that some races cost,” she said.

Her likely opponent, Nicki Popp, raised $23,000 and had $9,400 in cash. Her donors included State Sen. Jane Raybould of Lincoln. Popp, who is registered nonpartisan, spent $16,000, mostly on consultants.

Incumbents facing tough election fights this fall were next, with Democratic State Sen. Jen Day of Omaha raising $113,000 and listing $74,000 in campaign cash.

She had help from the family of University of Nebraska Regent Barbara Weitz and State Sen. Tony Vargas of Omaha. Day spent about $50,000, mostly on campaign operations.

She faces two GOP candidates in right-leaning District 49. Bob Andersen raised $29,000 and had $17,000 in cash. Caleb Muhs raised $26,000 and had $16,000 in cash.

Andersen got help from former Nebraska gubernatorial candidate Charles Herbster and spent $11,000. Muhs got help from the political action committee supporting Nebraska realtors and spent $13,000.&nbsp;

Grand Island State Sen. Ray Aguilar, a Republican, raised $110,000 and listed $100,000 in cash on hand for his central Nebraska race.

Aguilar, who is serving his second stint in the Legislature after having been term-limited, said he has talked with some of his colleagues about how much these races cost.

“You start to wonder where all this will end,” he said. “It’s expensive.”

One of Aguilar’s opponents, former State Sen. Dan Quick of Grand Island, reported raising $85,000 and listed $72,000 in cash.&nbsp;

The final early member of the six-figure fundraising club for 2024 is State Sen. Kathleen Kauth of Omaha, who serves parts of southwest Omaha. She raised $101,000 and had $57,000 in cash.

She received help from Herbster and Attorney General Mike Hilgers. Kauth spent $52,000 in 2023, largely on consultants and campaign operations.

She told the Examiner that legislative races in Douglas County are getting more expensive every election cycle. She estimated that her race could cost $180,000 to $220,000, without outside spending.

“That is an astonishing number,” she said.

Her top Democratic opponent, Mary Ann Folchert of Omaha, raised $51,000 and had $24,000 in cash on hand. She received help from some top local donors, including Michael Yanney. Folchert spent $31,000 in 2023 on fundraising and other campaign operations.

She is among several candidates running to represent northeastern Douglas County.She spent nearly $63,000 last year, reports show, including more than half on a parade entry during Native Omaha Days in North Omaha.<h2>McDonnell, Slama leaving with big war chests</h2>One of the most interesting tidbits from last year’s legislative fundraising documents is the handful of senators not running again who are leaving office with significant sums.Chief among them is State Sen. Mike McDonnell of Omaha, who has been considering a run for Omaha mayor. He raised $22,000 in 2023 and had $277,000 in cash. Unions helped him.State Sen. Julie Slama of Dunbar raised $53,000 and amassed $146,000 in cash. The lawyer announced right before the deadline for incumbents to run that she would not run for re-election.She has said she wants to focus on being a new mom. Political insiders have said she might run for a different statewide office later, such as secretary of state or treasurer, an office she applied for last year when it became vacant.Other senators leaving with major cash on hand include Vargas with $101,000, State Sen. John Lowe of Kearney with $46,000, Sen. Tom Brewer, who represents north-central Nebraska, with $28,000, and Sen. Lou Ann Linehan of Omaha with $15,000.Vargas is running for Congress in the Omaha-based 2nd Congressional District for a seat held by Republican Don Bacon. Vargas narrowly lost to Bacon in 2022.The Nebraska primary is May 14. The top two vote-getters, regardless of party, advance in the officially nonpartisan races to the general election in November.
