Decision follows review of program impact, administrative freeze

OMAHA — On the same day the Greater Omaha Chamber released a report seeking updates to Nebraska business incentives, Gov. Jim Pillen announced plans Monday to restore funding to a state program that invests early in local startups.

Pillen’s proposal to restore funding to $15 million for the state’s Business Incentive Act — which provides seed capital for local businesses — reverses course on state money he previously proposed cutting. He originally proposed trims of $5 million a year and directed his Department of Economic Development to evaluate the program’s effectiveness.

Earlier this year, the Legislature accepted most of Pillen’s proposed cut. During budget negotiations, lawmakers restored about $1.25 million a year after statewide testimony from business leaders.

The state also briefly paused grants under the program late this year, spurring concerns from Nebraska’s startup community.

Pillen on Monday said his team’s research now backs up what many in the business community had told him about the return on state investment, which strengthened his support for the program.&nbsp;

One twist: He wants to shift the state support for the program from general funds to cash funds earmarked for workforce development, which would help the state avoid increasing bottom-line spending tallies in a tight budget cycle. The “general fund” is the state’s main checkbook, mainly sales and income taxes.

Pillen said he wants the state to take a greater role in seeding such public-private partnerships with solid returns. The program returns nearly $6 private investment dollars for every $1 of state funds spent, he said.

A 2020 study of the program by the University of Nebraska-Lincoln’s Bureau of Business Research found that the program’s investments had created more than 1,100 jobs at an average wage of $67,000.

“It’s important to continually assess the performance of any government program to ensure it is making good use of taxpayer dollars,” Pillen said. “We did so, and the result is that we are going to significantly enhance and strengthen this program.”

The chamber and other business groups say the Omaha and Lincoln areas must grow faster if Nebraska wants to provide meaningful tax relief. They argue that growth needs state help.

“We have appreciated the governor’s willingness to collaborate on this issue,” Mello said in a statement. “Nebraska has seen an incredible ROI with this program and this expanded commitment will only accelerate that impact.”

Pillen did not directly address the chamber’s push to modernize state incentive programs. He has said previously that he does not want the state to fund what he believes private companies could do themselves.

The next legislative session starts Jan. 7.

Missouri wasn’t able to put its best foot forward, House Speaker Jon Patterson said, because ‘leadership was very fragmented’

Nearly a decade after Missouri lost its NFL franchise in St. Louis to Los Angeles, the state learned Monday that the Kansas City Chiefs are moving across the state line to Kansas.

The news, rumored for days, was greeted with shock and despair in Missouri, where hopes were high that a $1.5 billion incentives package approved by state lawmakers would be enough to keep the team in Arrowhead Stadium.

In the end, a much more lucrative package from Kansas won out.&nbsp;&nbsp;

“This is a painful day for everyone in Missouri who loves our Chiefs,” said state Sen. Maggie Nurrenbern, a Kansas City Democrat.&nbsp;

“A lot of us in Missouri, we feel like we’ve been incredibly loyal to the Chiefs despite all of the frustrations over decades,” Nurrenbern added. “We stuck with the Chiefs every step of the way. So this is so disappointing. I can imagine that Lamar Hunt today is rolling in his grave.”

House Speaker Jon Patterson, a Lee’s Summit Republican, echoed the disappointment, saying Missouri entered into stadium negotiations at a disadvantage.&nbsp;

“I think money was part of it, but I think it’s also the opportunities available in Kansas,” Patterson said. “You know, Arrowhead can’t do a Super Bowl. Arrowhead can’t do a Final Four. If you have a dome stadium, those things are all possibilities, and I think that’s probably what ultimately led to the decision to move.”

Missouri wasn’t able to put its best foot forward, Patterson said, because “leadership was very fragmented.”

“Kansas leadership was very united and professional, and they just took advantage of a once in a lifetime opportunity,” he said, adding: “It would be deliciously satisfying to start pointing fingers, but I hope we can avoid that right now and just look forward.”

State Rep. Mark Sharp, a Kansas City Democrat, was not ready to be so magnanimous.&nbsp;

He said years of bad decisions led to Monday’s news. Specifically, he pointed to former Jackson County Executive Frank White, who was recently removed from office after a recall vote.

White, Sharp said in a social media post, “presided over a deeply dysfunctional and adversarial approach to our professional sports teams.”&nbsp;

Sharp also cast blame on former Gov. Mike Parson for not responding to Kansas’ efforts to poach the Chiefs before leaving office and Kehoe for waiting until nearly the end of this year’s legislative session before presenting a stadium plan.&nbsp;

“This crisis did not happen by accident,” he said. “It was the result of a series of preventable leadership failures.”

House Minority Leader Ashley Aune, a Kansas City Democrat, called it “legislative malpractice” that Kehoe waited until the final days of the legislative session in May to offer a counterproposal to Kansas.&nbsp;

Kehoe said he remained hopeful throughout the process, and that negotiations with the Chiefs’ management continued into last week. His administration has been in constant communication with both the Chiefs and the Royals, and it wasn’t until Monday morning that he was informed by the Chiefs that the team was leaving.

“Harry Truman once said ‘The Buck Stops Here,'” Kehoe told reporters at a press conference. “It’s not fun to be at the top when something like this happens, but you certainly want to try to figure out what the lessons learned here are, and moving forward, we will obviously be doing a post mortem analysis.”

This is certainly a setback, Kehoe said, “but we’ll work together to recover.”

The Chief’s ownership, Kehoe said, “decided to abandon Lamar Hunt’s legacy at the iconic Arrowhead Stadium, a place that Chiefs fans have rallied around since 1972. At Arrowhead, every game feels like a Super Bowl. No new stadium will replicate that.”

Jackson County Legislator Manny Abarca said he expects elected officials in the county, where the team is currently located, to take a closer look at how taxpayer money is spent during the remaining years of the Chiefs’ and Royals’ contracts to play at the Truman Sports Complex. Jackson County currently charges a ⅜-cent sales tax for stadium upkeep, generating millions a year.

“Honestly, at this point they’re like a bad ex-girlfriend. They won’t go away,” Abarca said of the Chiefs. “And so the reality that they want to try and go play second fiddle in Kansas and try and lure a deal that’s not written down on paper, good luck to them, best of luck. At this point, our taxpayers in Jackson County deserve a whole lot better commitment than what we’re getting.”

The Chiefs’ decision is “incredibly disappointing, said state Sen. Patty Lewis, a Kansas City Democrat. But it’s also a symptom of a larger problem.&nbsp;

“There are no winners in a border war, just losses on both sides,” she said. “Companies moving back and forth across the state line to reap massive tax breaks while creating no real net job growth is bad for families, bad for the region and bad for both states.”

State Sen. Nick Schroer, a Republican from Defiance, was among the lawmakers who openly opposed the incentives package for the Chiefs and Royals when it passed the legislature this summer.

“Don’t want to say ‘I told you so,’ but I warned the legislature this would happen just as it did with the Rams,” he said.

Schroer said he will be filing legislation this week “to get rid of the asinine classification of the Chiefs as Missouri’s official NFL team as it was passed just a few sessions ago. Similarly I will be getting rid of the asinine ‘handshake’ border-war resolution which says we will play nice with our neighbors next door.”

The Chiefs lease on its Kansas City stadium, which has been the team’s home since 1972, will expire after the 2030 season.&nbsp;

Missouri lawmakers reconvened during a special legislative session this summer to approve a spending package that would have allocated state taxes collected from economic activity at Arrowhead and Kauffman to bond payments for renovations at Arrowhead and a new stadium for the Royals in Jackson or Clay counties.

Estimated at just under $1.5 billion over 30 years, the funding would pay for half the costs — compared to 70% in Kansas — and included a requirement for additional local government financing.&nbsp;

The Royals first announced an intention to leave Kauffman Stadium in November 2022. The move was pitched as a way for the Chiefs to remain in Arrowhead, demolish Kauffman and build a covered entertainment center.

Officials in Jackson County and Kansas City began scrambling to figure out how to keep the Royals from leaving Missouri. By the spring of 2023, Clay County leaders announced interest in building a stadium in North Kansas City that could become the Royals new home.&nbsp;

The Royals solicited proposals for a downtown Kansas City and North Kansas City site a few months later, and released renderings of possible stadiums at both locations in August 2023.&nbsp;

Soon after, a poll was leaked to the media showing 70% of Clay County voters opposed a new sales tax to fund a stadium in North Kansas City. Despite weeks of media speculation, no one claimed credit for the poll, which was widely seen as an attempt to shake the confidence of Royals ownership in the viability of a Clay County proposal.&nbsp;

Critics, who called the survey a “push poll” meant to deceive the public, decried the move at the time, arguing that sabotaging any potential Missouri site would increase the chances one or both teams end up in Kansas.

It wasn’t until more than a year later that documents provided to The Independent revealed it was a political action committee formed to support Kansas City Mayor Quinton Lucas that paid for the Clay County polling. A staffer using a Lucas campaign email address requested the poll be commissioned, and his top aide obfuscated the spending by requesting it be referred to in disclosures as “research” instead of “polling.”

Jackson County voters were eventually presented with a proposed sales tax increase to fund a Royals stadium in Kansas City. Lucas threw his support behind the measure, but it was resoundingly rejected by voters.&nbsp;

The failed push to pay for a new Royals stadium in Missouri left the door open for Kansas lawmakers, who quickly put their own package of incentives together to lure the teams across the state line.&nbsp;

Lucas said negotiations with the team ran up until last week, and that the offer Missouri put forward was “very fair, but very responsible.” He worked closely with the governor and other local and state officials, and that work will continue as Missouri strives to keep the Kansas City Royals from leaving as well.

“While the Chiefs aren’t going far away, and aren’t gone yet, today is a setback for a Kansas Citian, a former Chiefs season ticket holder and a lifelong Chiefs fan,” he said.

As Missouri mourns the loss of the Chiefs, the fate of the Royals remains in flux.

The team is rumored to be eyeing a new stadium in Overland Park, Kansas. Lucas said Monday his hope is for a downtown baseball stadium, while other Missouri officials continue pushing for a North Kansas City site.

Nurrenbern and Patterson both said that, as far as they were aware, negotiations with the Royals are still ongoing.

News of the Chiefs decision to leave Missouri comes almost exactly 10 years after the state lost the St. Louis Rams.&nbsp;

Then-Gov. Jay Nixon was pushing for a $1 billion plan to build a new St. Louis stadium for the Rams, much to the chagrin of the legislative leadership.&nbsp;

Both sides tussled in the media and the courts, but the fight between the Democratic governor and GOP-dominated General Assembly fizzled after the Rams announced an intention to move to Los Angeles two days before the 2016 legislative session began.&nbsp;

NFL owners overwhelmingly agreed to let them do it soon after.

No ticket matched all six numbers drawn last night, pushing the jackpot to an estimated $1.70 billion for Wednesday night’s drawing, according to the Multi-State Lottery Association. The jackpot has an estimated cash value of $781.3 million.

Wednesday’s jackpot ranks as the fourth largest in Powerball history and among U.S. lottery games.

The jackpot rolled last night after no ticket matched all six numbers drawn – white balls 3, 18, 36, 41, 54 and red Powerball 7. The Power Play® multiplier was 2.

Although there was no jackpot winner, U.S. lotteries are reminding players to check their tickets carefully, as many tickets won cash prizes in last night’s drawing.

Nationwide, nine tickets matched all five white balls to $1 million prizes. The winning Match 5 tickets were sold in Florida, Georgia, Illinois, New York (2), Ohio, Pennsylvania, Tennessee and Wisconsin.

The drawing also produced 107 tickets that won $50,000 prizes and 28 tickets that won $100,000 prizes. Note: In California, prize payout amounts are pari-mutuel and determined by sales and the number of winners.

In the Double Play® drawing, two tickets sold in Florida and Maryland won $500,000 prizes after matching all five black balls. Laura Kelly&nbsp;and the&nbsp;Kansas City Chiefs on Monday announced that an agreement has been reached to build a domed stadium and a mixed-use entertainment district, as well as a new team headquarters, training facility and mixed-use development in Kansas, according to a media release from the governor's office.

The project will be a massive economic win for the state, with the construction phase alone creating over 20,000 jobs and $4.4 billion in economic impact for Kansas. From there, the stadium will bring over $1 billion in annual impact.

The agreement includes two distinct parts: (1) a $3 billion stadium in Wyandotte County, which will open at the start of the 2031 NFL season; and (2) a new Chiefs headquarters and training facility in the City of Olathe in Johnson County. Both sites will have mixed-use developments that could include sports, entertainment, dining, shopping, office, hotel and residential properties.

Chiefs announce move to Kansas: Details on new domed stadium

TOPEKA — The Kansas City Chiefs are moving to Kansas with a deal to use taxpayer funding to help build a domed stadium, entertainment district, new team headquarters and a training facility, Kansas officials announced Monday.

The announcement followed a closed-door meeting by legislative leaders who then voted unanimously&nbsp;<a href="https://kansasreflector.com/2025/12/18/kansas-legislators-to-meet-monday-about-deal-to-bring-kansas-city-chiefs-across-the-state-line/">to issue STAR bonds</a>&nbsp;to finance the project.

More information about the deal is expected at a news conference called by Gov. Laura Kelly, who appeared with Chiefs owner Clark Hunt before talking to reporters.

“This agreement to bring the Chiefs to Kansas takes our state to the next level,” Kelly said in a statement as the news conference began. “With this new stadium, we’re creating thousands of jobs, bringing in tourists from around the world, attracting young people, and most importantly, we’re continuing to make Kansas the best place in America to raise a family. This is a game-changer for Kansas, and it’s a signal to America and the world that our state’s future is very bright.”

The Legislative Coordinating Council, which consists of Republican and Democratic legislative leaders, booted a standing-room-only crowd out about three minutes into its Monday meeting and returned in less than 30 minutes to vote on the STAR bonds deal. They didn’t discuss the plan in an open meeting or with reporters.

Senate President Ty Masterson, an Andover Republican, said in a statement that “Kansas won the Super Bowl.”

“This is a big win our state really needed,” Masterson said. “As someone who loves watching the big game every week, I can tell you this will make the football experience better for Chiefs Kingdom. The overall fan experience will be greatly improved with this new stadium: better seats, enhanced tailgating, and smoother traffic flow to and from games.”

The state has been trying to lure the Kansas City Chiefs football team and Kansas City Royals baseball team across state lines. The Legislature passed a law during a special session in 2024 to use STAR bonds to pay for up to 70% of a development project with a minimum investment of a billion dollars. The bonds would be paid through liquor sales and retail sales tax revenue in the development area, with a window up to 30 years.

Chiefs flags lined the street leading into the Docking State Office Building, and a lone Topekan sat outside to show his support of bringing the team to Kansas.

Steve Bushnell said he has made the trip to Arrowhead Stadium in Kansas City, Missouri, many times. He was excited at the idea of moving the team to the Sunflower State.

“It’s certainly a little bit bittersweet with the nostalgia of Royals stadium, Kauffman Stadium and Arrowhead Stadium,” he said.&nbsp;

But, he said, when he heard Chiefs leaders were going to be in Topeka for the news conference with the governor, he “jumped at” the opportunity to be part of this “historic event.”

Inside, red and yellow balloon pillars welcomed an expected 400 guests, according to a spokesperson for the governor.&nbsp;

According to the Missouri State Highway Patrol, the aircraft made the "off-field landing just before 1 p.m. on U.S. 65 one and one half miles north of Interstate 44 near Springfield. "

 The pilot and one passenger were not injured.&nbsp; The mishap affected traffic&nbsp; for a short time until they plane was removed.&nbsp; The FAA and NTSB will investigate.&nbsp; The Patrol released no additional details.

Powerball jackpot jumps up to 4th largest prize in game’s history

INDIANAPOLIS — Austin Ryan Lauless, 31, of Colorado, has been sentenced to 84 years in federal prison, followed by a lifetime of supervised release. In September 2025, Lauless pleaded guilty to 13 counts of sexual exploitation of a child, five counts of sex trafficking of a minor, two counts of advertising child sexual abuse material, and possession of child sexual abuse material, according to the United State's Attorney.

As of Dec. 17, 84 victims have been identified from nearly every state in the United States and at least five foreign countries. Investigators believe additional victims may still be unidentified. According to court documents, between late 2019 and May 19, 2023, Lauless used social media applications such as Instagram, Snapchat, Discord, Yubo, Purp, and others to coerce, exploit, and threaten at least 84 minor victims into producing thousands of sexually explicit images and videos. The victims ranged in age from 13 to 17 at the time of the offenses.

Using these social media platforms, Lauless misrepresented his identity, posing as “Cason Fredrickson,” a teenager from New York or other cities. In reality, Lauless was in his late 20s, unemployed, and living in hotels and motels in Texas and Colorado. To conceal his identity, he accessed the public Instagram page of Individual A and, without their knowledge or consent, saved images and videos to impersonate Individual A while posing as “Cason Fredrickson.”

Lauless’ criminal methods included misrepresenting his age, identity, background, and likeness to groom minors and create a false sense of safety in online communications. He also used voice modulators and third-party image and video applications to edit content, making it appear as though it was recorded live through social media platforms such as Snapchat.

He feigned romantic interest in victims, told them they were attractive, and pretended to be in online relationships. He purchased items for many victims through Amazon — including fishnet stockings, sexual devices, and customized t-shirts — which he instructed them to wear while producing sexually explicit material. These items were shipped either directly to victims or to designated Amazon lockers for pickup.

To prolong his exploitation and avoid detection, Lauless threatened victims with dissemination of their images and videos if they failed to comply with his demands or sought help from parents or law enforcement. At least one victim reported to Lauless that she was contemplating suicide.

Lauless also sex trafficked at least five minor victims by forcing them to engage in oral, vaginal, and anal intercourse with adult males, producing numerous videos of these commercial sex acts. Some victims were forced to endure sadomasochistic abuse at his direction.

Once he obtained images and videos, Lauless advertised and sold the sexually explicit material on platforms such as Discord, Instagram, Telegram, and MEGA. He engaged in at least 141 transactions, receiving payment through Venmo, PayPal, Bitcoin, and CashApp. He admitted that his collection of child sexual abuse material included thousands of images and videos depicting prepubescent children engaged in sexually explicit conduct, as well as children subjected to bestiality and sadomasochistic abuse.

“The sheer scale of this investigation and prosecution underscores the relentless commitment of federal law enforcement to dismantle networks of exploitation that prey on our children,” said First Assistant U.S. Attorney John Childress &nbsp;for the Southern District of Indiana. “Austin Lauless orchestrated a campaign of abuse that spanned nearly every state and multiple countries, leaving behind profound harm. While no punishment can erase the trauma these young survivors endured, today’s sentence sends a clear message: we will pursue predators across every platform, every jurisdiction, and every border until justice is served.”

“This case represents one of the most egregious forms of exploitation the FBI investigates,” said Special Agent in Charge Timothy J. O’Malley of FBI Indianapolis Field Office. “This was not an isolated crime - it was a nationwide and international campaign of exploitation that victimized at least 84 people, including children, and involved the trafficking of human beings. The FBI is committed to identifying offenders who use technology to abuse, manipulate, and control others, and to ensuring they are held fully accountable. Today’s sentence delivers justice for the victims and reinforces that these crimes will not go unanswered.”

An economic boost for America’s heartland.&nbsp;The Union Pacific-Norfolk Southern combination will remove the artificial barrier that divides America’s rail system between East and West, getting freight moving in the Watershed region. This previously underserved rail market – where trucking was often the only option because crossing the divide made rail too expensive and complicated due to handoffs between railroads – will have access to single-line manifest service for the first time. Leading industry advisor Oliver Wyman estimates that 105,000 carloads of merchandise traffic will convert from road to rail when single-line service is available to the Watershed markets. More direct and reliable access to global markets.&nbsp;A transcontinental railroad will provide efficient, flexible and reliable single-line access to more than 100 ports connecting to global markets and 10 international gateways to markets in Canada and Mexico.&nbsp;

Reduced emissions.&nbsp;Rail is already the most sustainable way to move freight over ground, according to the Association of American Railroads, with roughly 75% less carbon emissions than trucks. It also will create an additional 84,000 county-to-county lanes where shippers are moving freight by road that could – for the first time – move by single-line rail service.

Expanded service offerings.&nbsp;As part of its optimized operating plan, Union Pacific and Norfolk Southern will improve service without overhauling existing networks. OMAHA —&nbsp;A group of community leaders from Nebraska’s largest urban area met Tuesday to voice support and seek donations to help with pressing needs of thousands of rural “brothers and sisters” losing jobs as Tyson Foods’ meatpacking plant closes in Lexington.

“We will not be forgetting nor letting our brothers and sisters in a smaller community in Nebraska go through this alone,” said Douglas County Board chair Roger Garcia.&nbsp;

Noting that he grew up in Columbus, Nebraska, Garcia added: “We knew our neighbors, we helped our neighbors. Regardless of ethnicity or background, we were there for each other. And those are the values that we carry across the entire state.”

Garcia was among a panel of speakers requesting that people donate to the Lexington Community Foundation at&nbsp;<a href="http://lexfoundation.org/" target="_blank">lexfoundation.org</a>. Beth Roberts, foundation executive director, attended the media event at Omaha’s Latino Center of the Midlands, and said proceeds would be used to help workers and families with day-to-day needs as they navigate next steps.

About 3,200 Tyson workers who live in the Lexington area of about 11,000 —&nbsp;many of them immigrants and refugees —&nbsp;will lose their jobs when Tyson shutters its longtime beef plant in mid-January.&nbsp;

Roberts said this is the most challenging time the town has faced and said the relief fund should help with immediate needs including food, rent and utility assistance. She said the foundation is assembling a team of grassroots community advocacy agencies to meet with workers and to help determine the direction of donations.

“We have a lot of people in crisis right now,” said Mark Martinez, a former U.S. Marshal for Nebraska and community advocate who helped organize the event.

Other speakers included Lina Traslaviña Stover, executive director of the Heartland Workers Center and Albert Varas, CEO of Latino Center of the Midlands. Several offered comments in Spanish.

Traslaviña said her Omaha-headquartered nonprofit, which has statewide offices and reach, visited with Tyson workers during recent job fairs in Lexington. Representatives of various industries were recruiting, she said, including packing plants from towns such as Gibbon and North Platte.

But worker needs are complex and stretch beyond finding new jobs, Traslaviña said. Many came from Spanish-speaking countries and have invested decades in the Tyson plant. They’re dealing with mortgages, child care and the anxiety of uncertainty.

Laras said his team at the Omaha-based Latino Center of the Midlands stands in solidarity with families of Lexington and will donate as well. “When one Nebraska community is in crisis, it touches us all,” he said.&nbsp;&nbsp;

 </figure>Roberts noted that more than 70 different national flags are represented at Lexington High School. The town created a Welcome Center that helps families access resources.&nbsp;“We want to keep that going. We know that’s going to be challenging, but we want to keep that spirit alive,” she said.People can help in ways beyond financial donations, including volunteer and services as interpreters. Roberts said multiple languages are spoken in the Tyson plant. She suggested calling the foundation for more information.&nbsp;Martinez and others suggested reaching out to elected officials, nationally and statewide, to question what is being done for Lexington.&nbsp;Said Garcia: “We care about you and we will walk with you through this journey.”
