January 22, 2025 (Lincoln, Neb.)&nbsp;&nbsp;— The Nebraska State Patrol is proud to once again to receive accreditation from the Commission on Accreditation for Law Enforcement Agencies (CALEA). NSP was recently awarded reaccreditation by CALEA after a lengthy review process.

“CALEA accreditation is a major recognition for our team,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “Receiving this reaccreditation is a demonstration that NSP’s policies meet CALEA’s rigorous standards. It’s also a validation that NSP personnel, from our troopers and investigators to our professional staff across the state, are living up to the high standards that Nebraskans have come to expect from the Nebraska State Patrol.”

NSP received its reaccreditation in late 2024 following a process that included a self-assessment of NSP policies and procedures, in-depth comparison of NSP’s operations to CALEA’s internationally recognized public safety standards, and a complete assessment by CALEA evaluators. During the process, NSP must prove compliance with approximately 500 CALEA standards for law enforcement agencies.

NSP was one of the first state law enforcement agencies in the country to receive CALEA accreditation in 1989 and has been awarded reaccreditation numerous times since.

CALEA serves as the international gold standard for public safety agencies. Approximately 10 percent of all law enforcement agencies in the United States hold CALEA accreditation. CALEA accreditation lasts for four years with annual assessments during that time.

WASHINGTON (January 22, 2025)&nbsp;– Today, the National Cattlemen’s Beef Association (NCBA) announced that Anselmo, Nebraska cattle producer Barb Cooksley will serve as chair of the association’s Property Rights and Environmental Management Committee (PREM). Initiated in 1898, NCBA is the oldest and largest national trade association representing America’s cattle farmers and ranchers.

“Women are the majority of drivers on our streets and are historically less likely to get into a crash than men are—but they are also 73% more likely to sustain serious injuries from a crash. Multiple studies have shown that women die and are seriously injured at much higher rates than men in crashes. According to data from the National Highway Traffic Safety Administration (NHTSA), 1,300 women die every year who would have otherwise lived if female death and injury rates were comparable to that of males.

A&nbsp;<a target="_blank" href="https://www.gao.gov/products/gao-23-105595">Government Accountability Office (GAO)</a>&nbsp;report outlined the deficiencies in crash testing program, and NHTSA has missed multiple self-declared deadlines on dummy deployment. While NHTSA has long acknowledged that a family of crash test dummies is needed for accurate crash tests, the agency has yet to deploy dummies or tests that represent females, the elderly, and other vulnerable groups.

The She DRIVES Act would enhance passenger vehicle safety by updating crashworthiness testing procedures under NHTSA’s Federal Motor Vehicle Safety Standards (FMVSS).The bill would require the use of the most advanced testing devices available — including a female crash test dummy and a more technologically advanced male dummy.

The legislation would also establish injury criteria based on real-world data and introduce specific crashworthiness tests for female occupants in both front and rear seating positions.

The bill is estimated to save 1,300+ lives, prevent and mitigate tens of thousands of serious injuries, and save billions of dollars in economic impact from preventing and mitigating injuries and deaths.

January 22, 2025 (South Sioux City, Neb.)&nbsp;&nbsp;— Troopers with the Nebraska State Patrol, with assistance from the Dakota County Sheriff’s Office, have arrested one person after that person headbutted a trooper during a traffic stop.

At approximately 10:45 p.m. Tuesday, a trooper performed a traffic stop on a Chevrolet Traverse for defective lighting on Highway 77, just south of South Sioux City. During the traffic stop, the trooper became suspicious that the driver was impaired. The trooper conducted a DUI investigation and determined that the driver was impaired.

LINCOLN —&nbsp; All of Nebraska’s “good life” districts appear to be in a precarious spot — not just the embattled one in Gretna — as Gov. Jim Pillen’s proposed budget seeks to deny $5 million a year set aside for the new state incentive that had been committed for multiple years to boost the buildout of those destination sites.

Pillen’s recently revealed biennial&nbsp;<a href="https://das.nebraska.gov/budget/publications/docs/2025-2027/2025/ExecutiveBudgetinBrief2025-2027Biennium.pdf" target="_blank">budget package</a>&nbsp;targets “Good Life Transformational Projects” as one of about 50 programs and incentives the Legislature and governor approved over the past five years but that Pillen now proposes cutting. It’s part of his strategy to address a projected two-year $432 million state budget shortfall.

Specific to the good life districts, the governor wants to reject roughly $5 million annually in incentives budgeted through 2029, for a revenue savings of about $20 million in four years. The plan notes that the benefit was to stretch longer, for up to 30 years — derived from a now-controversial cut in the state sales tax rate within the district boundaries.

Here’s how the incentive works: Under the 2023 Good Life Transformational Projects Act, championed by then-State Sen. Lou Ann Linehan of Omaha, the state sales tax within up to five “good life” districts is to be slashed in half, from 5.5% to 2.75%. The idea was that the difference would be redirected to help develop unique, entertainment and shopping districts that ultimately and over time would rake in more tourists and money for the state.

Controversy has swirled around the incentive — mostly as it relates to the largest and highest-profile district — in Gretna. The state approved that district based on an application by Nebraska Crossing owner Rod Yates and last April cut the sales tax within the district’s city limits.

But Gretna officials and Yates&nbsp;<a href="https://nebraskaexaminer.com/2024/11/01/rod-yates-5b-good-life-district-plan-hits-not-so-good-patch/">deadlocked over terms</a>&nbsp;for his multibillion dollar mega sports-themed vision. Without an actual project or mechanism in place to recapture the vacated portion of the tax, an average of $300,000 a month in sales tax revenue has been lost. As of November, more than $2.2 million was forfeited, according to an update from the Nebraska Department of Revenue.

The governor told reporters at a budget briefing last week that he regrets signing into law certain funding incentives, including the good life districts, and he sees now as the time to “reverse” the course.&nbsp;

State Sen. Brad von Gillern, who has replaced Linehan as chair of the Legislature’s Revenue Committee, said that he has not seen the bill language reflecting the governor’s request. But he said that, as described in the proposed budget, the entire good life district concept would end.

The Omaha senator prefers less drastic measures. He said he is working with a group of state senators on revised legislation that would “preserve the program in a more workable way.”

Besides Gretna, the Nebraska Department of Economic Development has approved formation of good life districts in Grand Island,&nbsp;<a href="https://nebraskaexaminer.com/briefs/nebraskas-newest-good-life-district-in-bellevue-will-center-on-indoor-waterpark/">Bellevue</a>&nbsp;and&nbsp;<a href="https://nebraskaexaminer.com/2024/11/08/nebraska-cities-make-key-strides-in-pursuit-of-activating-good-life-districts/">Omaha</a>. All are in various early stages, with Gretna the last to hold a local election&nbsp;<a href="https://nebraskaexaminer.com/briefs/gretna-good-life-district-ballot-measure-appears-to-narrowly-pass-despite-late-balk-by-rod-yates/">(on Jan. 14</a>) that was required under a 2024 revision to the good life law. Voter approval was needed to tap into the state incentive to help private development.

There is no denying, von Gillern said, that state officials have not been pleased with certain aspects of the law, including that state tax revenue went uncollected in Gretna without even benefiting a project.&nbsp;

Linehan, the sponsor of the original legislation, also has&nbsp;<a href="https://nebraskaexaminer.com/2025/01/06/nebraska-lawmaker-who-championed-good-life-districts-law-criticizes-rollout/">publicly denounced&nbsp;</a>how the law has played out —&nbsp;not only in Gretna, she told the Nebraska Examiner, although that is where her fury was focused.

In her recent criticism, Linehan said the 2024 revisions to the legislation also opened the door for cities to use the incentive in a way she believes lawmakers did not intend, for projects less spectacular than one-of-a-kind. She said that the state did not give up revenue for cities to use the public incentive on non-extraordinary ventures.

“Shame on me,” she told the Nebraska Examiner previously. “But something is very wrong here.”

Yates, meanwhile, asked the DED on Jan. 13 to terminate his district application. He said he now is seeking someone to push alternative legislation that would help his vision materialize. He said he has amassed partners ready to build arenas and other components and has not given up.

Yates said he has continued to talk with representatives of the Pillen administration. The governor and K.C. Belitz, DED director, had been involved early on in Yates’ vision, at one point&nbsp;<a href="https://nebraskaexaminer.com/2024/03/18/rod-yates-good-life-vision-grows-further-to-5b-3000-acres-hes-got-fans-critics-history/">traveling to New York</a>&nbsp;to help the former Husker split end’s effort to woo a pro hockey team to Nebraska and the Gretna good life district.

Von Gillern told the Examiner that said he does not plan to introduce separate legislation to catapult that mega project and did not know of any such bills in the pipeline.&nbsp;

State officials said Jan. 13 that<a href="https://nebraskaexaminer.com/2025/01/14/uncertainty-piles-on-gretna-good-life-district-as-yates-pulls-out-of-current-deal/">&nbsp;they would seek information</a>&nbsp;from Gretna officials to determine if the approved Gretna project and district remain viable. DED said it has the authority to terminate the good life district if it determines the approved project is no longer viable and if termination is in the best interests of the state economy.

Gretna’s Mayor Mike Evans has said they&nbsp;<a href="https://nebraskaexaminer.com/2025/01/14/uncertainty-piles-on-gretna-good-life-district-as-yates-pulls-out-of-current-deal/">would present evidence</a>&nbsp;to the state that the district should continue, even without Yates’ participation. He said multiple developers within the district are capable of delivering a transformative project.&nbsp;

Pillen budget proposal would bury all ‘good life’ districts, but lawmaker holds out hope for a fix

Lincoln, NE–January 21–&nbsp;Debra and Kenneth Karel of Clarkson are the eighth and final winners of a 2024 Ford F-150 XLT 4x4 SuperCrew truck in the 29th edition of the Nebraska Lottery’s $2 Truck$ &amp; Buck$ Scratch game.

The Karels purchased their winning Truck$ &amp; Buck$ ticket at Didier’s Grocery at 122 W 16th St. in Schuyler. They were presented with their new truck on Friday, January 17 by Nebraska Lottery officials.

It was a series of lucky coincidences that led to the win, Kenneth said. They’d been in town for a appointment and stopped at Didier’s for some groceries before heading back to Clarkson. On their way out, Kenneth decided to buy a few Scratch tickets.

On the ride back he started scratching off the ticket but ended up not finishing and added it to a pile of non-winning tickets. The next morning he was cleaning out his truck and picked up the ticket pile to throw them away but something told him to take another look when he discovered the unscratched portion.

“I scratched it off and looked at my wife who was sitting in a chair across the room,” Kenneth said. “I saw three trucks and asked her, ‘do you think this is real?’”

“It took a while for it to register,” Debra said.

&nbsp;It’s looking like 2025 will be the Karel’s year. They won the truck and Kenneth found the pocket knife he’s had for 30 years he thought he’d lost forever.

“It’s a lucky January,” he said.&nbsp;

Students in three rural Nebraska school districts have greater access to vital in-school behavioral health services, thanks to a project supported by the Behavioral Health Education Center of Nebraska American Rescue Plan Act Awards Program.

South Sioux City-based Heartland Counseling Services has successfully placed full-time therapists in three Northeast Nebraska school districts, directly benefiting students and addressing their behavioral health needs.

One full-time therapist, Lora Heithold, is based at Wayne Elementary School, while another therapist, Kristi Roeber, divides her time between Pender and Emerson-Hubbard schools.

“The nice thing about this is that the students don’t have to leave school to get services,” said Jennifer Jackson, Heartland’s executive director. “This eliminates the need for families to drive an hour or more one way to see a therapist.”

In-school access fosters better integration between students’ academic and emotional well-being, as therapists work closely with teachers and staff to support student needs, administrators said.

“Lora is really part of our team at the school,” said Andi Diediker, principal of third through sixth grades at Wayne Elementary, part of the Wayne Community School District. “She sits in on meetings and offers ideas on how to help the students. Having her here with us helps create a more seamless environment than if students had to see therapists outside of school.”

From her office at Wayne Elementary, Heithold provides mental health services to about 40 students each week. Roeber serves students three days a week in the Pender Public School District, and two days a week in the Emerson-Hubbard Community School District. Between the two districts, she sees approximately 40 students each week, as well.

Both therapists focus on helping students with behavioral health issues, which differs from the more academic-focused issues that school counselors typically help students address. Heithold and Roeber said the most common issues they help students with are anxiety and depression. Roeber said helping students build coping skills to manage their emotions is a key aspect of her work.

“Many kids put a tremendous amount of pressure on themselves,” Roeber said. “A major focus of my work is helping them develop skills to manage their feelings and have a voice in how their anxiety or depression impacts their lives.”

The impact on students has been noticeable, school administrators said. Improved outcomes for a single student can have a ripple effect, positively influencing the overall classroom dynamic, said Courtney Maas, principal for kindergarten through second grade at Wayne Elementary.

When a student’s behavioral health improves, that student is less likely to have issues that can distract others, which creates a better environment for everyone, Maas said.

Increasing behavioral health care access in Nebraska’s rural areas through this project and others is one of the most rewarding aspects of the BHECN-ARPA Awards Program, said Marley Doyle, MD, director of BHECN, which is housed at the University of Nebraska Medical Center in Omaha.

“Many behavioral health issues and conditions were exacerbated by the pandemic, and our state’s children certainly felt the impact,” Dr. Doyle said. “It’s great to see Heartland using ARPA dollars to directly address this and increase access for students in these rural communities where access has historically been very limited.”

 BHECN ARPA support helps bring therapists into rural schools

January 21, 2025 (Scottsbluff, Neb.)&nbsp;&nbsp;— Troopers with the Nebraska State Patrol, with assistance from the Scottsbluff Police Department and Scotts Bluff County Sheriff’s Office, apprehended two minors following a pursuit in Scottsbluff.

Monday evening, NSP was alerted that Scottsbluff PD officers were looking for a vehicle that had been reported stolen. At approximately 10:10 p.m. MT, a trooper attempted a traffic stop on the vehicle, a Mercury Mariner. The driver accelerated and fled on residential streets in Scottsbluff. The trooper initiated a pursuit.

The vehicle continued to flee on residential streets, running through multiple stop signs. At the intersection of 14th&nbsp;Street and 4th&nbsp;Avenue, the vehicle failed to make a turn and struck a tree. Two occupants fled on foot, while a third occupant remained at the scene and was taken into custody without incident. The driver of the vehicle was located a short time later and take into custody by the Scottsbluff Police Department.

The passenger was turned over to Scottsbluff PD officers in relation to their investigation. The driver was transported to Regional West Medical Center for medical clearance. Once cleared, the driver, a 15-year-old male, was cited for theft by receiving stolen property $5,000+, flight to avoid arrest, willful reckless driving, resisting arrest, minor in possession of alcohol, obstructing a peace officer, no operator’s license, and several traffic violations. He was turned over to juvenile probation.&nbsp;

First Trump cabinet member sworn in to begin work

WASHINGTON — Just hours into his second term, President Donald Trump signed some of his first executive orders as an arena crowd of thousands cheered a U.S. withdrawal from the Paris climate agreement and a&nbsp;<a href="https://www.whitehouse.gov/presidential-actions/2025/01/return-to-in-person-work/" target="_blank">mandate</a>&nbsp;for federal workers to return to the office full-time.

Trump scrawled his signature on nearly 10 portfolio-bound documents at a desk on the floor of the Capital One Arena in downtown Washington, D.C., following an indoor inauguration parade at the 20,000-seat venue. Monday’s ceremonies were moved indoors because of cold temperatures.

The orders included rescinding&nbsp;<a href="https://www.whitehouse.gov/presidential-actions/2025/01/initial-rescissions-of-harmful-executive-orders-and-actions/" target="_blank">78</a>&nbsp;Biden administration actions, freezing federal hiring and new&nbsp;<a href="https://www.whitehouse.gov/presidential-actions/2025/01/regulatory-freeze-pending-review/" target="_blank">regulations</a>, and “<a href="https://www.whitehouse.gov/presidential-actions/2025/01/restoring-freedom-of-speech-and-ending-federal-censorship/" target="_blank">restoring</a>&nbsp;freedom of speech,” among&nbsp;<a href="https://www.whitehouse.gov/presidential-actions/" target="_blank">others</a>&nbsp;that the White House press office dubbed “<a href="https://www.documentcloud.org/documents/25499090-americafirstpriorities/" target="_blank">America First Priorities</a>.”

“Could you imagine Biden doing this? I don’t think so,” Trump said to the crowd.

Trump threw his ceremonial pens into the seats after signing the orders.

In an Oval Office ceremony shortly afterward, Trump signed a slew of other orders ranging from&nbsp;<a href="https://www.newsfromthestates.com/article/trump-officials-outline-planned-immigration-crackdown" target="_blank">declaring</a>&nbsp;a national emergency at the southern border to throwing TikTok a 75-day lifeline to find a new owner.

Earlier Monday, surrounded by lawmakers from both parties who bantered with him in the President’s Room at the U.S. Capitol, Trump signed an&nbsp;<a href="https://www.whitehouse.gov/presidential-actions/2025/01/flying-the-flag-of-the-united-states-at-full-staff-on-inauguration-day/" target="_blank">order</a>&nbsp;mandating all U.S. flags fly at full height during future presidential inaugurations. House Speaker Mike Johnson, a Louisiana Republican,&nbsp;<a href="https://apnews.com/article/flags-half-staff-trump-inauguration-johnson-a0c99a017e74b880df1c2eadfce25c28" target="_blank">ordered</a>&nbsp;flags at full staff for Trump’s inauguration despite the recent death of the late President Jimmy Carter.

During his first blitz, Trump erased Biden executive orders on “Preventing and Combating Discrimination on the Basis of Gender Identity or Sexual Orientation” and “Advancing Equality for Lesbian, Gay, Bisexual, Transgender, Queer, and Intersex Individuals.”

Trump’s team signaled hours before inauguration that the incoming president planned to sign an order mandating the use of the word “sex” instead of “gender” in federal policy language and documents, including passports and visas.

White House administration officials said on a call with reporters early Monday, speaking on background, that one of their first executive&nbsp;<a href="https://www.whitehouse.gov/presidential-actions/2025/01/defending-women-from-gender-ideology-extremism-and-restoring-biological-truth-to-the-federal-government/" target="_blank">orders</a>&nbsp;will focus on “defending women from gender ideology extremism and restoring biological truth to the federal government.”

Roughly 2 million transgender people live in the United States, according to the Human Rights Campaign, an LGBTQ+ advocacy group, which condemned Trump’s order Monday.

Kelley Robinson, the organization’s president, criticized Trump in a statement for “taking aim at the LGBTQ+ community instead of uniting our country and prioritizing the pressing issues the American people are facing.”

Among the dozens of previous Biden administration orders, Trump reversed Biden actions titled “Protecting Public Health and the Environment and Restoring Science To Tackle the Climate Crisis” and “Revitalizing Our Nation’s Commitment to Environmental Justice for All.”

Environmental advocates denounced Trump’s executive orders. The Center for Biological Diversity said in a statement that Trump’s order for withdrawal from the Paris climate agreement “shows how threatened Trump is by the recent global compact to transition away from fossil fuels.”

“While Trump buries his head in the sand, it’s going to be up to state leaders to lock eyes on the climate crisis and lead us toward a livable future,” the statement said.

Incoming White House officials also teased orders taking down Biden-era environmental initiatives, including declaring an energy emergency, opening the Alaska wilderness for energy development and nixing energy standards for household appliances. They had not yet been released Monday night.

Later Monday evening in the Oval Office, Trump signed an&nbsp;<a href="https://www.whitehouse.gov/presidential-actions/2025/01/application-of-protecting-americans-from-foreign-adversary-controlled-applications-act-to-tiktok/" target="_blank">order</a>&nbsp;giving TikTok an extra 75 days to find a new owner. The order instructs the Department of Justice to ignore enforcing a federal law that required TikTok to separate from its China ties by Jan. 19.

“The unfortunate timing of (the law) — one day before I took office as the 47th President of the United States — interferes with my ability to assess the national security and foreign policy implications of the Act’s prohibitions before they take effect,” Trump’s order stated.

The popular video sharing app used by approximately 170 million Americans briefly went dark overnight Saturday into Sunday. A message to users read, “We are fortunate that President Trump has indicated that he will work with us on a solution to reinstate TikTok once he takes office. Please stay tuned!”

A federal law&nbsp;<a href="https://www.newsfromthestates.com/article/trump-sign-executive-order-monday-delaying-tiktok-ban" target="_blank">mandated</a>&nbsp;that TikTok’s parent company ByteDance divest from the video sharing platform by the deadline when it became illegal for U.S. companies to distribute or maintain the app. Companies that don’t comply face fines up $5,000 per user.

Trump’s position is a reversal of his support for a ban in 2020.&nbsp;

“I guess I have a warm spot for TikTok that I guess I didn’t have originally,” he told reporters in the Oval Office Monday night.

TikTok CEO Shou Zi Chew was among the attendees at Trump’s inauguration, and the company sponsored an inauguration eve party in downtown D.C., Reuters&nbsp;<a href="https://www.reuters.com/world/us/conservative-influencers-celebrate-tiktok-sponsored-trump-inauguration-party-2025-01-20/" target="_blank">reported</a>.

Some lawmakers want to see the law enforced now. In a statement Sunday, Republican Sens. Tom Cotton of Arkansas, chair of the Senate Intelligence Committee, and Pete Ricketts of Nebraska warned that companies who ignore the deadline could “face ruinous bankruptcy.”&nbsp;

“Now that the law has taken effect there’s no legal basis for any kind of ‘extension,’ of its effective date” they wrote.

Trump&nbsp;<a href="https://www.newsfromthestates.com/article/trump-warns-sweeping-executive-orders-coming-monday-he-rallies-supporters" target="_blank">told</a>&nbsp;a packed arena in Washington, D.C., on the eve of the inauguration that they were “going to see executive orders that are going to make you extremely happy, lots of them.”

Trump said he would “act with historic speed and strength and fix every single crisis facing our country.”

As a candidate and Republican presidential nominee, Trump promised his supporters that on day one he would launch a&nbsp;<a href="https://www.newsfromthestates.com/article/immigration-advocates-prep-trump-mass-deportations-vow-legal-challenges" target="_blank">mass deportation</a>&nbsp;of immigrants, end Russia’s war on Ukraine, and pardon those convicted and who pleaded guilty to crimes committed during the Jan. 6, 2021 attack on the Capitol.

Trump Orders Withdrawal from Paris Climate Agreement, Erases Actions on LGBTQ Equality

LINCOLN — All Nebraska teachers could receive an annual bonus under a proposed expansion of an existing grant program to recruit and retain teachers through 2028.

<a href="https://nebraskalegislature.gov/bills/view_bill.php?DocumentID=59493" target="_blank">Legislative Bill 411</a>, from State Sen. George Dungan of Lincoln, would amend the&nbsp;<a href="https://nebraskalegislature.gov/laws/statutes.php?statute=79-8,111" target="_blank">Nebraska Teacher Recruitment and Retention Act</a>, adopted in 2023, to automatically apply to all K-12 school teachers. The current law allows grants of $2,500 a year once teachers reach their second, fourth and sixth years of teaching in the state, with retention bonuses as well for teachers in high-need subject areas.

The expanded grant amount would grow, depending on a person’s years of teaching experience.

“We continue to talk about the need for public school teachers and the fact that we are woefully understaffed, and one of the things that we all agree on that would help with that is just to give them more money,” Dungan said Friday.

Under LB 411, all full-time teachers after July 1 would annually receive a retention grant:

Teachers who obtain an endorsement in special education, math, science, technology or dual-credit and who sign a contract to complete a full year of teaching that endorsement in Nebraska would be eligible for one $5,000 “high-need retention grant.” Teachers who received a high-need grant prior to July 1, 2025, would be ineligible to receive another.

The current recruitment and retention program, led by former State Sen. Lou Ann Linehan of Lincoln,&nbsp;<a href="https://www.education.ne.gov/csds/resources/teacher-recruitment-and-retention-act/#1730218329232-0b48ca1d-39a3" target="_blank">requires teachers to apply for the grants</a>. The law is set to end Jan. 1, 2028.

Dungan said that some long-time teachers have felt left behind from a lack of financial or administrative support and are leaving the teaching field at higher rates. His bill would ensure those teachers “who have committed their life to teaching and continue to work in the career” also get a bonus.

In the 2023-24 school year, there were&nbsp;<a href="https://www.education.ne.gov/wp-content/uploads/2024/02/Statsfacts_20232024.pdf" target="_blank">nearly 27,000 teachers statewide</a>&nbsp;in public and private K-12 schools, according to the Nebraska Department of Education.&nbsp;

Dungan said he’s unsure of the annual cost of his proposal. However, excluding high-need retention grants, it could annually cost between $66 million (if all teachers were in their first to sixth year of teaching) and $106 million (if all teachers were in their 16th year of teaching or beyond).

If all teachers received one high-need retention grant before 2028, that would cost more than $132 million.

School boards would retain local control over employee salaries, but Dungan said the proposed teacher bonuses signal support from the state “with what tools we have in our toolbox.”

“It may cost some money, but when we’re talking about finances, especially this year with the budget conversation being what it is, we have to figure out what our priorities are,” Dungan said. “I think one thing we all agree on is we have to prioritize schools.”

Rob Dover of Norfolk and 23 other senators, would extend legislative term limits, allowing senators to serve&nbsp;<a href="https://nebraskaexaminer.com/2023/03/03/proposal-to-increase-nebraska-legislative-term-limits-to-three-terms-gains-momentum/">three four-year terms</a>, instead of two terms.</li><li><a href="https://nebraskalegislature.gov/bills/view_bill.php?DocumentID=58877" target="_blank">LR 20CA</a>, also by Bostar, would allow authorized gaming operators already conducting sports wagering at licensed racetracks in the state to allow online sports betting if the wager is placed on a mobile or electronic device within Nebraska.</li>

They’re expecting it,” Trump said about the defendants.Journalists&nbsp;<a href="https://www.fox5dc.com/news/awaiting-trump-pardons-families-jan-6-rioters-gather-outside-dc-jail" target="_blank">outside</a>&nbsp;the D.C. Central Detention Facility, where many Jan. 6 defendants are being held, reported families began gathering there Monday in anticipation of the pardons.&nbsp;The White House released the names of 13 defendants whose sentences Trump commuted. They include numerous right-wing militia&nbsp;<a href="https://www.justice.gov/opa/pr/court-sentences-two-oath-keepers-leaders-seditious-conspiracy-and-other-charges-related-us" target="_blank">leaders</a>&nbsp;<a href="https://www.justice.gov/opa/pr/jury-convicts-four-leaders-proud-boys-seditious-conspiracy-related-us-capitol-breach#:~:text=A%20jury%20in%20the%20District,6%2C%202021." target="_blank">convicted</a>&nbsp;of seditious conspiracy.Among them are Stewart Rhodes of Texas and Kelly Meggs of Florida, the founder and current leader of the Oath Keepers, as well as members of the Proud Boys, including Joseph Biggs of Florida, Ethan Nordean of Washington, Zachary Rehl of Pennsylvania, and Dominic Pezzola of New York.&nbsp;&nbsp;All remaining Jan. 6 defendants convicted of crimes related to the Capitol attack received a “full, complete and unconditional pardon,” according to the&nbsp;<a href="https://www.whitehouse.gov/presidential-actions/2025/01/granting-pardons-and-commutation-of-sentences-for-certain-offenses-relating-to-the-events-at-or-near-the-united-states-capitol-on-january-6-2021/" target="_blank">order</a>.&nbsp;Trump praised the defendants on the campaign trail as “hostages,” “patriots” and “warriors,” and pardoning them became a major theme of Trump’s rallies.Former U.S. Capitol Police officer Harry Dunn said the pardons marked a “dark day in American history.”“This decision is a betrayal to the officers who were severely injured — and died — as a result of the insurrection. This decision puts Americans at risk as these violent criminals return to their communities. These pardons are a reflection of what abuse of power looks like and what we the people are bound to witness over the next four years,” Dunn said in statement released by the anti-Trump group Courage for America.The U.S. Department of Justice launched its largest-ever investigation following the attack that left over 140 police officers injured and upwards of $2.8 million in damage to the Capitol.As of early January the department had&nbsp;<a href="https://www.justice.gov/usao-dc/48-months-jan-6-attack-us-capitol" target="_blank">charged</a>&nbsp;just over 1,580 people for crimes related to the riot, 608 of whom were charged with assaulting, resisting or impeding law enforcement, including nearly a third who used a dangerous or deadly weapon, according to the department’s latest figures.Weapons, and objects used as weapons, brought on the Capitol grounds ranged from firearms and tasers to chemical sprays and sharp-edged weapons, including knives, axes and even a sword, according to the department.Approximately 1,000 have pleaded guilty — 682 to misdemeanors and 327 to felonies. Just over 200 defendants were found guilty at contested trials, including 10 who were convicted of seditious conspiracy.Earlier Monday, Trump promised an overflow inauguration crowd in the Capitol Visitors Center that would deliver “action” for the Jan. 6 “hostages.”He slammed Biden’s&nbsp;<a href="https://www.newsfromthestates.com/article/biden-pardons-his-family-members-fauci-milley-and-jan-6-committee-members-and-staff" target="_blank">preemptive pardoning</a>&nbsp;of the “unselect committee of political thugs,” referring to the former president’s Monday morning action for members and staff who served on the House select committee that probed the Jan. 6 Capitol attack.Biden also preemptively pardoned police officers who&nbsp;<a href="https://www.youtube.com/watch?v=a8WU8MRC2M8" target="_blank">testified</a>&nbsp;<a href="https://www.npr.org/2021/07/27/1020822066/4-officers-who-responded-to-capitol-riot-will-deliver-1st-testimonies-to-new-pan" target="_blank">before</a>&nbsp;the committee. The officers have&nbsp;<a href="https://www.newsfromthestates.com/article/us-house-dem-former-police-officers-lambast-trumps-jan-6-pardon-pledge" target="_blank">lambasted</a>&nbsp;Trump’s promise to pardon the rioters.Former U.S. Capitol Police Sgt. Aquilino Gonell, one of the officers to receive the pardon, said in a statement Monday that he “was just doing my job and fulfilling my oath” when “American citizens attacked the U.S. Capitol, injuring me and my colleagues.”“Thank you President Biden for upholding our nation’s democracy, for your years of service to this country, and — in your final moments as Commander-in-Chief — issuing preemptive pardons for me and other loyal Americans. I did not seek a pardon, and I did nothing wrong. My family and I are grateful for your empathy and leadership.”
